TO: FROM: RE: . . \ August 1, 1997 AS you recall from your visit last fall, the upper level of my home has an unexplained vibration or shaking when doors are closed or people walk across the floor, In addition, the lower level ceiling that is attached to the underside of the upper floor deflects more than 1/8th of an inch when people walk across the floor. Further, the door-header across the front door has recently dropped dragging on the door. In addition, both upper bathrooms have significant structural movement causing fixtures to change from their original position. When I brought this issue to the Midwestern architect who designed the home, he said the issue was that the contractor built the house without a metal support beam according to their building plans. II have their FAX and plans for your review). other experts in the field of construction have agreed with them and that a support issue is causing the house to shake and vibrate. In a letter written by you, you stated ''The structural element of the (my home) building was reviewed by this (your) office prior to issuance of a building permit and the subsequent construction was inspected and approved by this (your! office as meeting the minimum standards of the State Building Code: The home'S current floor conditions do not agree with your statement because floors typically do shake in the manner as my home'S floor does. . . Please arrange to have your department's structural engineers evaluate this issue when possible. Not only me, but others have expressed a concern regarding the structural safety for its occupants. cc Mike Kelly, City Manager, springfield, Oregon Frank Hotchkiss, City of springfield personnel Director personal File System memo: 97-12-8-1
