A letter of Complaint. Cellulose Debris
Hand Delivered - August 25.1997
I am writing this letter of complaint regarding the cellulose debris left in the cement
components of my home at the above address,
First, one section Of the (cellulose) wood-forms used to construct the heat pump cement pad
was left in the ground. The wood form is still attached to the south-end of the cement pad,
The wood form has also sunk along with the cement pad into the dirt backfill. In addition, this
end Of the sinking cement pad Is not associated with the soil erosion as you have stated for
being the reason the pad dropped in the first place, Should we conclude that there is also
"hidden erosion" and not the dirt backfill why the whole pad has sunken?
second, the cement footers on the west and north side Of the house have portions of wood
(cellulose) every four or five feet embedded In the cement. The wood extends from the Inside
the crawl space to the outside the house. On the outside of the home. the wood has been
covered with dirt during the backfill process, In the crawl space area. the wood is in contact
with soil.
wood that Is continually exposed to moisture and in contact with soil will eventually decay
and decompose. In addition, moist wood is a suitable habitat for organisms such as termites,
Once the wood Is decomposed because of the action by moisture and organisms. this will
allow an opening for water and other organisms to freely Invade the home's crawl space and
structural areas of the home,
I am requesting you to visible Inspection this Issue and send me written documentation
regarding how this method (cellulose debris) of construction complies with Oregon Building
Standards Code,
I expect a written reply regarding this Issue within five working days,
