OREGON 97477 CITY OF SPRINGFIELD DEPARTMENT OF PUBLIC WORKS April 10, 1970 Mr. Jack Criswell, Superintendent Springfield Utility Board P. O. Box 300 Springfield, Oregon 97477 Dear Jack: 34G MAIN IiITRKET 747.4221 1< Mr. Jack Mayer, Superintendent of Building, and Mr. Lee Golden, Plumbing Inspector, have discussed the problem of disposing of the contents of an engine and auto parts clean-up tank with the people at Orchard Auto Parts, 2nd and Main Streets. Representatives of the Orchard Auto Parts store have been informed that they cannot release the contents of this tank into either the City sanitary sewer or the City storm sewer. They will have to have it pumped out and disposed of in some other manner. Thanks for the cooperation in solving our mutual problems. Very truly yours, Hal Fleck Director HF:vo cc: Jack Mayer / Claude Malone I J ;;(-.';'5'''''' ----- . . BOX 300 April 8, 1970 Mr. Hal Fleck Director of Public Works City of Springfield 346 North Main Street Springfield, Oregon Dear Hal: Recently, Mr. Lee Golden of your staff advised Mr. Ted King, Treatment Plant Superintendent, that the Orchard Auto Parts Store, 151 Main St., Springfield, desired to release the contents of a clean-up tank (about 300 gallons) to the Springfield sanitary sewer system once or twice a month. A sample of material from the clean,up tank, provided by Mr. Golden, was tested at the treatment plant laboratory. The test showed a pH value of 11.8, far above the allowable limit for material acceptable in the city's sanitary sewers. In addition, Mr. King advises me that the material was so' viscuous that the probes of the pH meter had to be thoroughly cleaned after the test. The material adhered to everything it touched. This letter will confirm our verbal report to Mr. Golden that this material is absolutely unacceptable for treatment at the city's plant, and that representatives of the Orchard Auto Parts store should be advised that the material is not to be released into the city's sanitary sewer system.
