HomeMy WebLinkAboutNotes, Meeting PWE 5/15/2008 ~ 0; MEMORANDUM City of Sorindield DATE: May 15,2008 TO: Andy Limbird, Urban Planner II FROM: Matt Stouder, Supervising Civil Engineer SUBJECT: ZON2008-00021, Mason Annexation Public Works Engineering Comments The subject application involves tax lots 3500, 3600, 3701, 3900 & 4000, located at SW 32nd St and Jasper Road. The applicant has submitted plans to discuss annexing 12.3 acres into the City of Springfield for future development of an 80-lot SFR subdivision. Applicant's Questions: 1. New rules for the annexation process? Planning to respond. 2. Timely Processing? 3. Annexation Agreement? - It appears the annexation agreement process will be complex but will provide opportunities for the parties to reach mutually beneficial agreements. What is the normal scope of an annexation agreement, what issues specific to this site must the annexation agreement address, and how can we move the process forward so City staff can draft the annexation agreement in a timely manner geared toward amicable and fair resolution of the issues? Reference the boiler plate annexation agreement attached for the normal scope of an annexation agreement (AA). Issues specific to this site that will be included in the AA (and have been discussed in previous meetings held at the City) include provisions for stormwater service, sanitary sewer service, and transportation systems (including Kintzley Ave.). Once the applicant makes a formal request to initiate an AA (this meeting can serve as the formal request), City staffwill move to prepare a draft AA. Recognizing this process is'somewhat new (with dissolution of the Boundary Commission), staff will create an AA team to id~ntify issues and draft the agreement after this meeting (see attached flowchart). 4. Potential SDC Credits - Considering the open space potential of the southwestern portion ofthe property, the City's interest in conveying stormwater from off-site areas via the applicant's property, and the issues regarding off-site improvements, please review these issues and discuss availability of SDC credits to off-set fees involved with the annexation. The City has expressed interest in conveying off-site stormwater through the applicant's property, and at this time, an evaluation of the area that can be served (off-site) has not been performed or reviewed by either the applicant or the City. The City is interested in how much property east of the subject site can be served through this development. The amount of credit available will likely be associated with the amount of land that can be served. After this evaluation has occurred, the City Engineer or staff will review and check budgetary constraints to see what funds may be available as part of an annexation negotiation. 5.
