Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Check the Development Fee Schedule for
application review fee. The submittal package must conform to the application completeness
checklist attached to this form. You are required to submit (6) Six copies of the submittal
requirements packet for pre-submittal review. Pre-submittal meetings will be conducted
every Tuesday and Friday between 10:00 a.m. and noon. We will strive to conduct the Pre-
Submittal meeting within five to seven working days of receiving the application.
2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team, to attend the Pre-Submittal
meeting. The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City. This is the time
period when the plat and documents will be red lined by the City surveyor and the corrections
made by the applicant on paper copies of the plat prior to submittal of mylars.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit (2)
two copies of the complete application and mylars to the City. A fee will be collected at that
time and the 120 day calendar review period will begin. When the Planner has completed
mall notification and review procedures, a decision will be mailed/faxed to the
applicant/owner/ design team and affected parties notifying them of plat approval. The plat
may then be filed by the applicant and (5) five recorded paper copies delivered to the
Development Services Department prior to the issuance of any building permits.
Owner's Signature
This application will be used for both the required Pre-Submittal Meeting and subsequent
complete applicatIon submittal. Owner's signatures are required at both stages in the application
process. An application without the Owner's signature will not be accepted.

Plat applications will be processed as follows:
1. The applicant submits a Pre-Submittal meeting application.
2. Within five to seven working days, the applicant and the City conduct a pre-submittal
meeting.
3. The applicant coordinates any additional review and refinement of the plat and other
required documents with representatives from the City's Planning, Public Works
Engineering, and Surveying divisions.
4. The City will notify the applicant when the plat and other documents are sufficiently
refined to allow for the submittal of the plat mylars.
5. The applicant submits the plat application with the mylars and all final documentation and
financial securities including the application fee.
6. The City Surveyor and Development Services Director may sign the final plat if all other
conditions and requirements are fulfilled.
7. The signed plat mylars may be forwarded to Lane County for recordation.
8. The applicant shall deliver (5) five recorded plat paper copies and any other recorded
required documents to the Development Services Department prior to the issuance of
any building permits.

actions taken, and current status of each item.
6 paper copies of the plat stamped and signed by the surveyor.
2 copies of closure sheets for the boundary and each lot or parcel and all common
areas, dedicated areas and easement areas that are not simple parallel offsets.
2 copies of title report or subdivision guarantee for the parcel being divided. Must list
the vested owner identical to that shown on the plat. The title report must be dated
within 30 days of submittal at the time of the final submittal. An older report is OK for
the initial review.
6. L2J 2 copies of each of the reference documents and reference plats listed on the plat.
7. L2J 2 copies of each of the supporting documents: the vesting deed (must vest title to the
owner listed on the plat), existing easement deeds, and documents listed as exceptions
in the title report, etc.

dedications on Partitions must be recorded by separate document per SDe 34.090
(3)(i) [surveying] (the CIty has a boilerplate form for this purpose).

document, improvement agreements, maintenance agreements, joint use
ingress/egress and utility easements, sewer hook up in lieu of assessment, and any
other documents that will be recorded together with the plat or that are required by the
Conditions of Approval.
A Consent Statement (Concurrence) on the plat (mylar must be signed by all lenders
prior to final approval) OR 2 copies of an Affidavit of Consent by separate document is
required from all Trust Deed, mortgage or other secured loan interest holders against
the property to be recorded simultaneously with the plat IF any public dedications or
easements are being made and/or any other interests are being transferred to the

NOTE:
The location of the f100dway of floodway fringe in accordance with Article 27 of the
Springfield Development Code.
Existing easements must be clearly identified with their recorded reference and
acknowledged in the owner's declaration. New easements and reserve strips must be
referenced in the owner's declaration on the plat if being dedicated by separate
document. Easements may be dedicated in the owner's declaration if being dedicated
on the plat. The purposes of easements must also be identified on the plat.
The solar factor for each lot and the classification of each lot as a south wall, south roof
or exempt lot as specified in section 35.010 of this article. Individual solar setback
tables must be recorded with the final plat of each lot platted under the performance
approach as specified in Section 3S.010(3)(b)(3) of the Springfield Development Code.
When, as part of the approval process, the application has been conditioned so
that the recordation of a document is required, the applicant shall be
responsible for paying the Lane County recording fee for any such required
document. Documents which may require recordation include, but are not
limited to: Development Agreements; Improvement Agreements; Deed
Restrictions; Future Development Pla~s; Easements; Joint Use Access/
Maintenance Agreements; and Dedications of Right-of-Way.
Final Land Division Complete Application Submittal Requirements Checklist
Note: If you feel an item does not apply, please state the reason why and attach the
explanation to this form.
1. Application fee-refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development Services
Department. The application fee is collected at the time of complete application submittal.
2. Copy of the deed and a preliminary title report-one copy issued within the past 30
days documenting ownership and listing all encumbrances.
3. One original plat on Mylar with notarized owners signature and signed surveyors stamp.
One copy of the Mylar on bond paper.
4. Final drafts of all required documents with signatures where appropriate.

required documents to the Development Services Department prior to the

WRITTEN STATEMENT
FOR ItlJ:<., FINAL PARTITION PLAT APPLICATION
This application is a submittal of the final partition plat for the property located at 489
South 32nd Street. The partition was granted conditional approval on September 1, 2006 under
Case Number SUB2006-00050. This application contains copies of the lender concurrence
paperwork that has been provided to the owners. Completed concurrences will be obtained prior
to submittal of mylars.
The following is a discussion of how the final plat conforms to the conditions of approval
placed on the tentative partition application:
1) Prior to approval of the Final Plat, the developer shall obtain approval of a minor variance
for lot width for proposed Parcels 1 and 2 pursuant to Planning Action DRC2006-00063.
Approval was granted on September 1, 2006.
2) Prior to approval of the Final Plat, a 5-foot wide sidewalk shall be installed along the
Virginia Avenue frontage of Parcel 3 to the satisfaction of the City's Public Works
Director.
A permit status report is included in this application to show completion of this condition.
3) Prior to approval of the Final Plat, the existing driveway access straddling the property line
between proposed Parcels 2 and 3 shall be removed in accordance with the tentative plan,
and the curb, gutter and planter strip shall be replaced to the satisfaction of the City's
Public Works Director.
A permit status report is included in this application to show completion of this condition
4) Prior to approval of the Final Plat, the driveway (including curbcut and wings) to serve
Parcel 2 shall be adjusted to be entirely within the Parcel 2 frontage in accordance with the
tentative plan. The developer shall make any necessary repairs to the curb, gutter, planting
strip and sidewalk to the satisfaction of the City's Public Works Director.
A permit status report is included in this application to show completion of this condition.
5) Prior to approval of the Final Plat, three suitable street trees shall be installed along the
Virginia A venue frontage in accordance with the tentative plan,
The developer has stated that the street trees are in place.
6) Prior to initiation of utility installation work within Virginia Avenue, the developer shall
obtain all necessary City permits to the satisfaction of the City's Public Works Department.
A permit status report IS included in this application to show completlOn of this condition.

Prior to initiation of utility installation work within Virginia Avenue, the developer shall
obtain written concurrence as to timing and duration of the project from the affected
property owner located on the south side of Virginia Avenue (Tax Lot 3212).
The design was altered to no longer impact the owner of Tax Lot 3212 (the lateral was
moved to the east of the driveway); therefore, this condition is no longer applicable,

Prior to decommissioning of the septic tank and leach field" the existing dwelling shall be
connected to the City sanitary sewer system.
To show completion of this condition a copy of the Lane County Septic Tank
Decommissioning Permit and a permit status report from the City of Springfield are
included in this submittal.
9)
Prior to approval of the Final Plat, the developer shall provide the City with satisfactory
written confirmation of septic tank and leach field removal and decommissioning in
accordance with requirements of the Lane County Sanitarian.
To show completion of this conditIOn a copy of the Lane County Septic Tank
Decommissioning Permit and a permit status report from the City of Springfield are
included In this submittal,

Prior to issuance of Final Occupancy for Parcels 1 and 2, the house gutters and downspouts
shall be connected to weepholes in the curb along South 32nd Street.
This will be addressed at the time of construction.
11) Prior to approval of the Final Plat, the partition plan shall be revised to provide for an
appropriate private utility easement across Parcell to accommodate water service to Parcel
2.
The easement is granted on the plat.
12) Prior to approval of the Final Plat, the electrical service to the existing house shall be
placed underground.
A permit status report is included in this application to show completion of this condition
13) Prior to issuance of Final Occupancy for Parcel 2, the proposed curbcut and driveway shall
be increased to at least 12 feet in width.
The driveway is now a minimum of 12 feet wide
14) Prior to issuance of Final Occupancy for Parcels 1 and 2, the driveways shall be installed
and paved at least 18 feet inside the property lines.
This will be addressed at the time of construction.
15) Prior to approval of the Final Plat, the curbcut, sidewalk and paved driveway to serve
Parcel 3 shall be installed.
A permit status report is included in this apphcation to show completion of this condltion
16) Prior to approval of the Final Plat, a hard surface walkway shall be installed from the front
door of the existing house to the proposed driveway or the sidewalk along Virginia
Avenue.
A hard surface walkway connects to a sidewalk on 32nd Street which connects to the
sidewalk on Virginia Avenue.
17) Prior to approval of the Final Plat, the developer shall submit a request for re-addressing of
the existing house from South 32nd Street to Virginia Avenue.
This submittal includes a copy of a letter from the City of Springfield stating that the
address change has been completed.

Dear Mr. McElhany:
Due in part to your recent-land use partition request, the primary entrance to the existmg structure has
changed from one street to another, requiring your street address numbers to be changed. You had
requested that I discuss the possibihty of maintaining the existing address WIth emergency services,
which I have done, unfortunately, your request to maintain the existing address cannot be
accommodated. When changing the access to the property, CIty policy does require the street address
numbers be changed in order to provide the quickest emergency responsible possible. The address
change is also a requirement of your partitIOn land use approval.
Your property currently and commonly known as 489 South 32nd Street, SpnngfieId, Oregon, also
known as Lane County Reference Number 17023134, Tax Lot Number 02800 has been changed to
3200 Virginia Avenue, Springfield, Oregon.
