Proposed 30 Lot Subdivision - 2778 19th Street (Map 17-03-24-31, TL 2000)

The proposal includes extension of Vera Street to 1 gth Street, improvement of 19th Street
frontage, connection to Hayden Bridge Road to the east and construction of two cul-de-sac
streets extending west from 19th Street.
Is the City in general agreement with the proposed street layout? Are there any changes you
would suggest?
A: Public Works Englneenng and Transportation to comment In accordance with the applicant's
proposal, and consistent with the Annexation Agreement for the property, an Improved ~ street
for the section of Hayden Bndge Road between 19th Street and 20th Street Will be required. A
sample road profile showing the proposed Improvements should be submitted with the tentative
subdivIsion plan
It can be reasonably expected that many vehicles will enter and eXit the subdivIsion via 19th
Street to reach east-west and north-south collector streets to the south Therefore, the
pavement Interface between paved and unpaved portions of 19th Street Will be reviewed by the
City's Transporta,tlon and Public Works Maintenance dIvIsions,
The eastern half of the 19th Street ROW Will be Inside Lane County and Will provide access to
adjacent properties that are not inside the City limits Lane County Transportation advises that
annexation of the east half of 19th Street Will be required pnor to subdivision of the property The
developer shall c1anfy the roadway Interface with these properties and any proposed measures
to restnct access from the east Side of 19th Street
02 Access to proposed corner lots along 19th Street will occur from the east-west streets, not
from 19th Street. The remaining lots fronting on 19th Street will take direct access onto 19th
Street. Is the City OK with the proposed driveway accesses onto 19th Street?
A Public Works Englneenng and Transportation to comment The street shall be developed to at
least a ~ standard along the property frontage SuffiCient room for fire apparatus shall be
prOVided, and parking may have to be restncted to one side of the street Lane County may
have concerns about the anticipated traffic generated on portions of 19th Street between Yolanda
Avenue and the subject site This street IS currently classified as a local access road and does
not receive County maintenance Standard separation distances from intersections and vIsibility
tnangles Will be applicable
Q3 The owner would like to retain an access easement along the east edge of Lot 30 for access
to the orchard to the north for farming purposes. It is anticipated that access to Lot 30 and
access to the orchard would be a joint access at 19th and Hayden Bridge. Does the City see
any problem with this?
A Public Works Transportation to comment. It IS not deSirable to have a pnvate driveway
connecting In the elbow of a street intersection, At the very least, a SUitable curb cut and
dnveway would be required It IS recommended that the dnveway is paved at least 18 feet Into
the property. Ideally, the JOint access easement for the orchard will also serve as the dnveway
access to Lot 30
Q4. The concept drainage plan includes a water quality inlet for the runoff from the south cul-de-
sac and connection to the existing 12" pipe from Grand Vista. Vera and 19th Street runoff will
be directed to a proposed treatmentlswale to be located immediately north of the subdivision
and outside the UGB. The north cul-de-sac runoff will be directed to the swale also.

Overflow from the swale will be directed to the 18" pipe extending from Grand Vista and
connecting near the proposed line between lots 20 & 21. Per input from City staff at the first
DIM for this project, storm water detention facilities are being designed & will be built west of
this site. The new facilities will accommodate required detention for this project. We would
appreciate any comments the City might have with this proposal.

It is likely that the north half of the project will require fm to elevate the ground sunat':;'to or \. .
above the 100 yr floor level. What level of flood elevation will be required to obtain a fill
permit?
A Public Works Engineering to comment A Floodplain Overlay District application Will be required
prior to or concurrently With the subdivIsIon tentative plan application The applicant may wish to
seek a Letter of Map Amendment (Fill) for the applicable FEMA floodplain map The available
FEMA mapping for the area suggests the Base Flood Elevation IS between 450 and 453 feet.
This elevation can be refined With the Floodplain Overlay application
Heads-up Issues
· The eXisting house Will have to be removed prior to the final subdivision plat
· The eXistIng septic tank and drain field will have to be appropriately decommissioned
· Street trees Will be required within the subdivIsion
· The eXisting pump station Will require a sUitable public utility easement against Lot 10
· A Lane County FaCilities Permit will be required for connection to 19th Street and Hayden Bridge
Way
· Annexation of the east half of 19th Street Will be required
· Tree felling Will be required for the property If more than five trees at least 5" diameter are
proposed to be removed over a 12 month period If possible, retaining some of the existing tree
plantlngs IS deSirable
· There are l' Withholding stripS along the eastern edge of the property, and these may have to be
released prior to subdivision plat
