HomeMy WebLinkAboutNotes, Meeting Miscellaneous 5/8/2008 .- ZON2008-00019 Development Issues Meeting - McElhany/Golden/Galceran Proposed Annexation of 4 lots 2355 & 2407 19th Street and vacant lot (Map 17-03-25-12, Tl 7900, 8000, 8100; and Map 17-03-24-43, Tl 2100) 01. What are the annexation qualifications, requirements and other issues we need to know under the annexation procedures now handled by the City instead of the County? What are the cost[s] of the annexation application for a 2.08 acre parcel? A An executed Annexation Agreement will be required prior to submitting an application for annexation The City has new application forms and initIating documents that can be provIded to the developer. The annexation process IS now handled as a land use action and IS subject to a 120 day tlmeframe for a deCISion to be rendered It IS recommended the application IS made by a Triple Majority method (100% of the owners of 100% of the value & area of land) The calculated fee for annexing the subject properties, as of the meeting date (May 8, 2008), IS approximately $7,200 Please be advised that City CounCil will adjust application fees upward to account for annual inflation (-3%) on or around July 1, 2008. 02 What are the extraterritorial extension of service issues? If this can't be done, can a contract with the City for needed services be arranged? A At present, there IS no prOVision In the City's Development Code for extraterritorial extension of utilities It IS anticipated that City CounCil will revIsit this Issue on May 19 and possibly direct staff to prepare amendments to the annexation ordinance allowing for extraterritorial extensions under certain circumstances It appears there are eXisting sanitary sewer laterals along the property frontage on 19th Street, so extraterritorial extension of sewer may not be required There IS an eXisting 16" water line along the east side of 19th Street, so extraterritorial extension could be avoided by annexing portions of the right-of-way. There IS no provIsion for contracting With the City for utility servIces WIthout annexatIon, 03 What requirements will the City impose on the developer in the annexation agreement? A Public Works Engineering to comment. Dedication of portions of 20th Street right-of-way from frontage of Tax Lot 2100 Will be required. ProVISion for improvement of site frontages to full urban standards, as may be required t,hroU~h actual construction or an Improvement Agreement. Consolidation of access driveways onto 19 Street may be required. 04 What are the timing issue[s] as to the annexation application and the submittal of a tentative subdivision plan? A A pre-submittal for tentative subdiVISion plan can be submitted prior to completion of the annexation However, the tentative plan submittal Will not be accepted until the annexation IS completed Heads-up Issues · Proposed access from 19th Street may require a traffiC analYSIS due to the proximity of the Signalized Hayden Bridge Road IntersectIon, the EWEB pathway and the west leg of Otto Street · A Withholding strip along the eastern boundary of Tax Lot 2100 Will have to be released, · Access to 19th and 20th Streets will require appropriate faCIlity permits from Lane County · An Improvement Agreement WIll be reqUIred for 20th Street Date Received: sit he> f Planner: At / I ..m____._.
