Comments from Lane County Transportation Planning
Comments on the subject property annexation and suqdivision proposal were previously provided by the
County. The comments are reproduced below for reference. County staff, applicant, and applicants' engineer met
in July 2007 to discuss access proposal on 19th Ave. The County presented three options for the development
proposal.
(a) City to annex 19th Ave and request for surrender and enforce City's development codes
(b) Avoid access approach from the Haden Bridge Rd and N 19th Ave. intersection
(c) Perform a Traffic Operation Analysis for the development and improve the intersection as per the
analysis recommendations.
It appears that this meeting is not discussing any of thy options. TP assumes that the County's attendance in the
meeting is not required. However, if questions related1to the County's issues need to be answered, staff may be
available to attend the meeting. Thanks for providing the opportunity to comment on the proposal.

Comments from Lane County Transportation Planning
The subject properties abut on 19th St The properties are also located Within the functional distances
of the 19th and Hayden Bridge Rd intersection. Both roads are county roads functionally classified as
Urban Major Collectors in the Lane County Transportation System Plan. They are fully improved to
urban standards with curbs, gutters, sidewalks, and bike lanes. The Assessor's map shows a varying
right-of-way width at this location The location is' in the speed zone of 35 mph.
The proposal is for creating a 17-lot subdivision, Accesses to the Iqts are proposed frorp19th St,
internal access, or from 20th St. Three accesses are proposed from 19th St: One at the intersection of
Hayden Bridge and two others are approximately within 200 feet from the Intersection.

(a) For the LC collector roads only one ac~ess is allowed at a location where the driveway
spacing standards of 275 feet from existing driveways IS met.
(b) No driveways are permitted within the functional area of the intersection One of the
proposed driveways is located Inside the signalized intersection.
(c) One access may be provided on 19th St which shall be located as far south as possible
from the intersection.
2. The City's design standards apply to the internal road.
3. If the City annexes the area Including the County roads and transfer jurisdiction to the City before
the sl:lbdivislon process, then the City may apply its access management policies regarding taking
access from 19th St. ;
4. Any work within the Right-of-Way of County roads requires a Facility Permit from the County
