The recommended findmgs and conditiOns outlmed below are provided for your use m prepanng the land-use deCiSion. General Fmdml.!: The subject property is a 1.7-acre parcel north of Harlow Road, between Pheasant Boulevard to the west, and Game Farm Road to the east. (Map 17-03-22-00 D1, Tax Lot #2708) The parcel is currently vacant. Approval of this proposal would partItion the property to create two parcels. Transoortation Svstem Im03cts Finding: Abutting the subject site to the west, Pheasant Boulevard is a 40-foot wide asphalt paved roadway within a 80-foot wide right of way. The street is improved with curb/gutter and sidewalk. An eXIstmg street hghtmg is located north of the subject site. Average daily traffic along this street is estimated to be less than 2,000 vehicle tnps per day. Findmg: Abuttmg the subject site to the east, Game Farm Road is a 34-foot Wide asphalt paved roadway within a 55-foot wide Lane County nght of way. The street is improved with curb/gutter and sidewalk along the west Side of Game Farm Road. Street lightmg exists along the east side of the roadway. Average daily traffic along this street is estimated to be approximately 10,000 vehIcle tnps per day. Findinl.!: In additiOn, assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by tranSit bus. These trips may have their origms or destinatiOns at a variety ofland uses, including this site. Pedestrian and bicycle trips create the need for sidewalks, pedestnan crossmg signals, crosswalks, bicycle parking and bicycle lanes. Recommended Condition: None. SUB2007-00033 Launnat Partltl~ July 3, 2007 Page 2 of 2 Site Access and Circulation Finding: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points mcreases the probability of traffic crashes. SDC 32.080(1) (a) stipulates that each parcel is entitled to "an approved access to ~ pubhc street." Fmdmg: Curb cuts do not eXIst for the SIte on either Pheasant Boulevard, or on Game Farm Road. However, based on the apphcant's proposal, future access for Parcell would be Via Pheasant Boulevard, and future access for Parcel 2 would be via Game Farm Road. Fmdmg: As conditioned below mgress-egress pomts Will be planned to facihtate traffic and pedestrian safety, avoid congestiOn and to mimmize curb cuts on pubhc streets as specified m SDC Articles 31 and 32, applicable zoning and or overlay district Articles, and applicable refinement plans. Recommended Condition: Prior to final plat approval, provide an approved Lane County Facility permit. Note: The applicant is advised to contact the Lane County Public Works Department for Lane County Facility Permit requirements and/or waivers to their requirements. Please provide a copy of the draft Decision for my review prior to issuing the final decision. '-
