I have reviewed the matenals provided with the subject applIcation. The recommended findmgs and
conditions outlmed below are provided for your use m prepanng the land-use decisiOn.
SANIT ARY SEWER
Fmding: The proposed sanitary sewer connectiOn pomt for parcels 1 and 2 is at the eXistmg samtary
manhole along the southern edge of the subject property.
STORMWATERMANAGEMENT
Findmg Section 32.110 (2) of the SDC requires that the Approval Authority shall grant development
approval only where adequate public and/or pnvate stonnwater management systems provisions have been
made as determmed by the Pubhc Works Duector, consistent With the Engl11eerl11g Design Standards and
Procedures Manual (EDSPM).
Fl11ding' Section 32.110 (4) of the SDC requires that run-off from a development shall be d~rected to an
approved stonnwater management system with sufficient capacity to accept the discharge.
Finding: SectiOn 32.110 (5) of the Springfield Development Code (SDC) reqUires new developments to
employ dramage management practices, which minimize the amount and rate of surface water run-off mto
receiving streams, and which promote water quality.
Fl11dl11g: The applicant proposes to connect to the eXisting private stormwater pipe located on tax lot 2708.
Finding: The capacity of the stormwater system is hmited and future development may require the use of
detention ponds or other stormawater management technology. Subsequent development of each parcel
Will likely reqUire a storm water management system study.
Fl11dl11g' (Per comments provide by Lane County) The parcels shall provide on-site stonnwater
management. No drainage shall be pennitted from the private property onto Game Farm Road pursuant to
the following LC Manual.
Lane Manual 15.515 - Drainage
i. Roadside ditches and other dramage facilities shall be deSigned solely to promote
dramage of the County Road Without interfenng with natural waterways. Whenever a road crosses a
natural channel or waterway, culverts shall be installed to maintam the natural water flow. Such
natural waterway shall be identified by survey of the topography and/or aerial photography of
surroundmg terrain.
ii. Water shall not be diverted from a natural channel or otherwise from pnvate property
down a County or publIc roadside ditch.

PUBLIC STREETS. SIDEWALKS & IMPROVEMENT ARGEEMENTS
Fmdmg SectiOn 32.020 (7) (b) of the Springfield Development Code requires that
whenever a proposed land divisiOn or development will mcrease,traffic on the City street
system and that development has any unimproved street frontage abutting a fully
improved street, that street frontage shall be fully Improved to City specifications.
Exception (a) notes that in cases ofummproved streets, an Improvement Agreement shall
be reqUired as a condition of Development Approval postponing Improvements until such
time that a City street improvement project is imtiated.
UTILITIES. EASEMENTS AND RIGHTS OF WAY
Fmdmg SectiOn 32.120 (3) of the Spnngfield Development Code reqUires each
development area to be provided With a water system havmg sufficiently sized mams and
lesser hnes to furnish adequate supply to the development and suffiCient access for
mamtenance. Spnngfield Utihty Board coordinates the design of the water system within
Spnngfield CIty hmits.

Fmdmg SectiOn 32.120 (5) of the SDC reqUires apphcants proposmg developments
make arrangements with the City and each utility provIder for the dedicatiOn of utility
easements necessary to fully service the development or land beyond the development
area. The mimmum WIdth for pubhc utility easements adjacent to street rights of ways
shall be 7 feet. The mimmum width for all other pubhc utility easements shall be 14 feet.
Fmding SectiOn 31.050 ( 5) (d) requires the locatiOn and size of existing and proposed
utIhties and necessary easements and dedications on and adjacent to the Site be shown on
an Improvemen~s Plan, includmg the proposed connection pomts. The apphcant has
shown proposed connections to the eXisting sanitary sewer and storm sewer.
Fmding: The apphcant proposes a 7.00' private sanitary easement across part of parcel I
to benefit parcel 2.
Fmdmg: The proposed private storm sewer stubs for lot 2708 'parcels 1 and 2 requires
easements and mamtenan,ce agreements with lots 2709 and 2710. This requirement is
part of the private storm sewer final inspectiOn approval.
Condition: Provide maintenance agreements for private storm sewer system
between lot 2708 (parcels 1 and 2) and lots 2709 and 2710.

NOTE: The intent of this list is to give a developer insight about requirements related to
public improvements before they develop their property.
FEES AND PERMITS
SYSTEMS DEVELOPMENT CHARGE:
Pay apphcable Systems Development Charges when buildmg permIts are issued for
developments withm the City hmits or wIthm the Springfield Urban Growth Boundary.
(The cost relates to the amount of mcrease in ImpervIOUS surface area, transportation tnp
rates, and plumbmg fixture units. Some exceptions apply to Springfield Urban Growth
areas.) [Springfield Code Chapter II, Article 11]
Systems Development Charges (SDC's) will apply to the construction ofbuildmgs and
site improvements withm the subject site. The Charges will be based upon the rates m
effect at the time of penmt subimttal for bmldmgs or Site improvements on each portion
or phase of the development.
SANITARY SEWER IN-LIEU-OF-ASSESSMENT CHARGE:
Pay a Sanitary Sewer In-Lieu-of-Assessment charge m addition to the regular connectIOn
fees ifthe property or portIOns of the property being developed-have not prevIOusly been.
assessed or otherwise partiCipated m the cost of a pubhc samtary sewer. Contact the
Engineering DiViSIon to detennine ifIn-Lieu-of-Assessment charge is apphcable. [Ord

PUBLIC INFRASTRUCTURE FEES:
It is the responsibihty ofthe pnvate developer to fund the pubhc mfrastructure.
OTHER CITY PERMITS:
Encroachment Permit or Sewer Hookup Permit (workmg Within nght-of-way or public
easements) example: new tap to the public storm or samtary sewer, or adjusting a
manhole. [The current rate is $130 for processing plus apphcable fees and deposits]
Land & Drainage Alteration Permits (LDAP). [Contact the Springfield Pubhc Works
Department @ 726-5849 for appropnate apphcatIOns/requirements]
