Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for
the Pre-Submittal Application fee. The submittal package must conform to the application
completeness checklist attached to this form. You are required to submit 7 copies of the
submittal requirements packet for pre-submittal review. Pre-submittal meetings will be
conducted every Tuesday and Friday between 10:00 am and noon. We will stnve to conduct
the Pre-Submittal meeting within five to seven working days of receiving the application.
2. Applicant and the City conduct the pre-Supmittal Meeting
We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting.
The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City. A fee will be collected at that time and the 120
day calendar review period will begin. When the Planner has prepared a draft land use
.aecision, the draft will be mailed/faxed to the applicant/owner/design team for their review.
At the applicant's request, the planner will schedule a meeting to review the draft with
appropriate staff if certain issues need resolution before the final land use decision is issued.

complete application submittal. Owner's signatures are required at both stages in the application
process. An application without the Owner's signature will not be accepted.

Land Division Submittal RE:._....irements Checklist
*If you feel an item does not apply, please state the reason why and attach the explanation to
thIs form.
1. Application fee-refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development Services
Department. The application fee and current postage fee is collected at the time of
complete application submittal.
2. Copy of the deed and a preliminary title report-one copy issued within the past 30
days documenting ownership and listing all encumbrances. If the applicant is not the
property owner, written permission from the property owner is required.
3. One additional copy of the Land Division Plan reduced to 81h"x 11", which will be
mailed as part of the required neighboring property notification packet.
4. Right-of-Way Approach Permit application must be provided where the property has
frontage on an Oregon Department of Transportation (ODOT) facility.
s. Stormwater Management System Study-four copies of the study with the completed
Storm water Seoping Sheet attached. The plan, supporting calculations and
documentation must be consistent with the Engineering Design Standards and Procedures
Manual.
6. Traffic Impact Study-four copies of a study prepared by a Traffic Engineer in accordance
with SDC Section 32.020(1)(c). Traffic Impact Studies (TIA) allow the City to analyze and
evaluate the traffic impacts and mitigation of a development on the City's transportation
system. In general, a TIA must explain how the traffic from a given development affects
the transportation system in terms of safety, traffic operations, access and mobility, and
immediate and adjoining street systems. A TIA must also address, if needed, City, metro
plan and state land use and transportation policies and objectives.
7. Seven copies of the following plan sets for the Pre-Submittal Meeting

Eighteen copies of the following plan sets for Complete Application Submittal
All of the following plans must include the scale (appropriate to the area involved and
sufficient to show detail of the plan and related data, such as 1" = 30', 1" = 50' or 1" =
100'), north arrow, and date of preparation. All plan sets must be folded to 8V2" by 11"
and bound by rubber bands for submittal.

This is not a decision on your application. Springfield Development Code Sections
3.050(3)-(6) and Oregon Revised Statutes 227.178 require the City take final action on a
limited land use decision within 120 days after the application is deemed complete. The 120-
day processing period for this application begins when all the missing Information is
submitted or when you request that the City proceed without the information. You must
indicate by either signing this form or by submitting a written response to the City within
seven days of the date of this form asserting your intentions regarding the provision of the
missing information. If you indicate herein or in your written response that the missing
information will be submitted, then you have 180 days from the date the application was
submitted for Pre-Submittal Review to provide the City with the missing information. If you
refuse to submit the missing information, then upon receipt of the full application packet and
- processing fee, the City will deem the application complete for purposes of starting the 120-

Per the attached 'Type II Land Division Application' (Tentative Partition), the purpose of
this wntten statement is to provide an explanation for why certain Items on the 'Land
Division Submittal Requirements Checklist' have not been included with this submIttal
and have been considered to not apply to the proposed land division.
The following items, as numbered on the 'Land Division Submittal Requirements
Checklist', have not been included with this submittal and are addressed as follows:
4. Right-of-Way Approach Permit application
The subject property does not have frontage on an ODOT right-of-way.
5. Stormwater Management System Study J Stormwater Scoping Sheet
Per discussions with Matt Stouder, we were encouraged to submit the application
for the Pre-Submittal Meeting without including a Stormwater Scoping Sheet.
Therefore, we are also unable to prepare a Stormwater Management System
Study at this time without knowing the required extent of the study, or whether or
not a study will be required at all. This explanation also applies in part to the
absence of a Grading and Paving Plan, design grades on which cannot be
determined without a stormwater management strategy. Please refer to the
statement below addressing Checklist Item 7c. below for more information
regarding the Grading and Paving Plan. Attached please find an email from Matt
Stouder dated April 11, 2007, whereby he reiterates proceeding without a
Stormwater Scoping Sheet.
6. Traffic Impact Study
No specific development or bUildings are proposed at this time for either of the
resulting parcels. Therefore, projected traffic impacts cannot be assessed at the

7c. Grading and Paving Plan
As mentioned in the statement addressing Checklist Item 5 above, grading and
paving design cannot be determined without a stormwater management strategy.
Also, no specific development or buildings are proposed at this time for either of
the resulting parcels, therefore proposed site grading and paving designs cannot
possibly be determined at this time. We respectfully request that proposed
grading and paving be reviewed through the Site Review process at the time of
development of each parcel.
Additional Standards I Applications
. No deed restrictions or Homeowner's Association Agreements are proposed.
. The proposed land division does not constitute a Cluster Subdivision.
. The subject property is not located within 150 feet of a Water Quality LImIted
Watercourse 0NQLW) or within 100 feet of any direct tributaries of a WQLW.
. The Lane County Soils Survey does not indicate the presence of unstable soils
or a high water table within the subject property.
· The proposed partition is in compliance with the applicable goals and elements of
the Gateway Refinement Plan.
· No trees are proposed for removal in conjunction with this land division.
. No wetlands are present within the subject property.
· Nt> -federal or state permits are required in conjunction with the proposed
partition.
· No grading, filling or excavating is proposed in conjunction with this land division.
A Land Drainage and Alteration Permit shall be obtained at the time of
