1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application IS mandatory. Check the Development Fee schedule for
application review fee. The submittal package must conform to the application completeness
checklist attached to this form. You are required to submit 6 copies of the submittal
requirements packet for pre-submittal review. Pre-submittal meeb'ngs will be conducted
every Tuesday and Friday between 10 :00 a.m]. and noon. We will strive to conduct the Pre-

1. Application fee-refer to the Development Code Fee Schedule for the appropnate fee
calculation formula. A copy of the fee schedule is available at the Development Services
Department. The application fee is collected at the time of complete application submittal.
2. Copy of the deed and a preliminary title report-one copy issued Within the past 30
days documenting ownership and listing all encumbrances.

Subdivision Tentative Plan Approval for MEYER PARK - SU B2005-00065
Conditions of Approval:
Condition 1: Prior Final Plat approval, the applicant shall determine with SUB the
necessary easements, which include those indicated by the applicant on Sheet 3 of 4
and a 7' street-side PUE along Main Street Easements shall be dedicated with the
Final Plat.
All SUB utilities have been installed and are covered in easements as shown on the plat.
The 7' PUE is also shown on the plat. The easements are being dedicated in the plat
declaration.
Condition 2: The applicant shall determine with SUB the necessary relocation of the
overhead service to the existing house.
The applicant and SUB have agreed to record a deed restriction for Lot 12, until the time
the existing overhead service is relocated.
Condition 3: Prior to Final Plat approval, the applicant shall provide a private utility
easement for the new wastewater line, including connections between the existing
manhole and the new 6" clean out.
The new wastewater lines have been installed and are located within a private utility
easement.
Condition 4:Prior to Final Plat approval, the applicant shall amend the first 20 feet of
soil within the swale with clay, or install a liner that will provide bio-swale contact time
before the commencement of infiltration. One or more flow spreaders shall also be
required within the swale system. The swale shall be planted with Grass Seed MIX for
Bottom of SwaLe that complies with the Pordand BES for frequendy inundated
conditions.
The applicant has installed a lmer at both ends of the bio-swale. The swale will be
planted with the required seed mix.
Condition 5: Prior to Final Site Plan approval, the applicant shall provide the City with
an operations and maintenance plan that ensures the long-term maintenance and
operation of the proposed storm water quality system.
The applicant is in the process of preparing a maintenance agreement for the proposed
storm water system.
Condition 6: Prior to Final Site Plan approval, the applicant shall submit to the Public
Works Dep..",ment a storm water discharge application d,at has been approved by
Oregon Dep,...~lIJent of Transportation.
A copy of the approved application has been submitted with the Final plat application
packet.
Condition 7: When submitted, the building plans shall meet the specific development
sttmdards for single-family dwellings in Cluster Subdivisions listed in SDC
16. 100(3) (g).
The building plans will meet the specified requirements.
Condition 8: Prior to Final Plat approval, the applicant shall execute and record the
CC&R submitted for this subdivision proposal that bind Lots 1-10 with 50%
1IUIintenance and Lots #11 and #12 with 25% each, maintenance responsibility for the
common area and storm water system shared with the duster subdivision.
A draft copy of the required CC&R has been submitted with the Final Plat application.
Condition 9: Prior to Final Plat approval, the existing driveway along the easterly
property line with access to Alain Street shall be closed
The existing driveway has been closed.

After grass has taken good root and solid mat has formed the
bottom & ramp of swale will be mowed once a month during wet
months Nov. - April as weather permits. Once every week during
dry season by as assigned person.
As trees mature & shed leaves, the leaves shall be removed at least
once, a year. Other vegetation that may grow on base or sides of
swale will be trimmed and removed as needed 2 to 3 times a year.
The trees shall be maintained in a healthy state.
The bark boarder around the edge, 5', will be renewed at least
every 2 years.
The existing catch basin and any future ones that may be added to
service Lots 11 & 12 will be serviced at least once every year by a
qualified person as will the sediment pit at the base of the 24" man
hole at the south end of the system.

After grasJ has taken good root and solid mat has formed the
bottom & tamp of swale will be mowed once a month during wet
months N dv. - April as weather permits. Once every week during
dry season by as assigned person.
As trees mature & shed leaves, the leaves shall be removed at least
once a yeai-. Other vegetation that may grow on base or sides of
swale will be trimmed and removed as needed 2 to 3 times a year.
The trees shall be maintained in a healthy state.
The bark 90arder around the edge, 5', will be renewed at least
every 2 years.
The existing catch basin and any future ones that may be added to
service Lots 11 & 12 will be serviced at least once every year by a
qualified pierson as will the sediment pit at the base of the 24" man
hole at 1he south end of the system.

The Pre-Sllbmtttal Application Is mandatory. Check the Development Fee schedule for
applicatJon review fee. The subrrittal package must conform to,the application completeness
checklist attached to thIs form. fou are required to submit 6 copies of the submittal
"equirements packet for pre~sub nittal review. Prewsuomlttal meetings W;lI be conducted
every Tuesday and Friday betwe~n 10:00 a.m. and noon. We will str1ve to conduct the PrE"
Submittal meetmg within five to ~s~ven working days of receiving the application.
2. Applicant and the City condutt the Pre-Submittal Meeting
We ')trongly entourage you, thejOWner and design team, to attend the Pre-Submittal
meeting. The meeting will be h Id with representatives from Public Works Engineering and
Transportation, CommunIty Ser\,ices (Building), Fire Marshall's office, and the Planning
DIvision. The meetIng will be Si: 1eduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist ~( the end of the meeting specifying the Items required to
make the applicatIon complete~i ~ It Isn't already complete. You will then have 180 days to
makf' the applicatIon complete fx 5ubn1lttal and acceptance by the City. This Is the time
period when the plat and docurT1ents will be red lined by the City surveyor and the correcuons
made by the applicant on paperlcopies of the plat pnor to submittal of mylars.
3. Applicant submits a compJeue Application
When you have addressed all ofthe [terns on the Pre.Submittal Checklist, please submit 2
copies of the complete application and myli':lrs to the City. A fee will be collected at that lime
alid the 120 day calendar revle\l" period will begin. When the Planner has completed mall
notificl'ltlon and review procedur es, a decision will be mailed/faxed to the applicant/owner/
de~ign team and affected partIe; notIfyIng them of plat approval. The plat may then be filed
by the applicant and 5 recorded paper copies delivered to the Development Services
Department prior to the issuanc ~ of any building permits.

1. Application fee-refer to the Development Code Fee Schedule for the appropriate fee

Conditions of Approval:
Condition 1: Prior Final Plat approval, the applicant shaH determine with SUB the
necessary easements, which incblde those indicated by the applicant on Sheet 3 of 4
and a 7' street-side PUE along Main Street Easements shall be dedicated with the
Final PLat.
All SUB utilities have been installed and are covered in easements as shown on the plat.
The 7' POE is also shown on the plat. The easements are being dedicated in the plat
declaration.
Condition 2: The applicant shall determine with SUB the necessary relocation of the
overhead service to the existing house.
The applicant and SUB have agreed to record a deed restriction for Lot 12, until the time
the existing overhead service is relocated.
Condition 3: Prior to Final Plat approval, the applicant shall provide a private utility
easement for the new wastewater line, including connections between the existing
manhole and the new 6" clean out.
The new wastewater lines have been installed and are located within a private utility
easement.
Condition 4:Prior to Final Plat approval, the applicant shall amend thefirst 20 feet of
soil within the swale with clay, or install a liner that will provide bio-swale contact time
before the commencement of infiltration. One or more flow spreaders shall also be
required within the swak system The swale shall be planted with Grass Seed MIX for
Bottom of Swale that complies with the Pordand BES for frequendy inundated
conditions.
The applicant has mstalled a liner at both ends of the bio-swale. The swale will be
planted with the required seed mix.
Condition 5: Prior to Final Site Plan approval, the applicant shall provide the City with
an operations and maintenance plan that ensures the long-term maintenance and

operation of the proposed storm. water quality system.
The applicant is in the process of preparing a maintenance agreement for the proposed
storm water system.
Condition 6: Prior to Final Site Plan approval, tile applicant shall submit to the Public
Works Dep... ;'....ent a storm water discharge application that has been approved by
Oregon Dep.u ';'nent of Transportation.
A copy of the approved application has been submitted with the Final plat application
packet.
Condition 7: When submitted, the building plans shall meet die specific devel.opment
standards for single-fanuly dwellings in Cluster Subdivisions listed in SDC
16. 100(3) (g).
The building plans will meet the spectfied requirements.
Condition 8: Prior to Final Plat approval, the applicant shall execute and record the
CC&R submitted for this subdivision proposal that bind Lots 1-10 with 50%
maintenance and Lots #11 and #12 with 25% each, maintenance responsibility for the
common area and storm water system shared with the cluster subdivision.
A draft copy of the required CC&R has been submitted With the Final Plat application.
Condition 9: Prior to Final Plat approval, the existing driveway along the easterly
property line with access to Alain Street shall be closed

Notes:
The required 20% common open space does not Include the bio-swale area. A bio-
swale is not an accepted "open space" for common use. Where are the open spaces
referred to in the narrative? A plan depicting the open space location as well as the
dimensions is required for review.
The narrative of where and how the sidewalks will connect IS not sufficient, a plan
drawing must be provided. The private "street" connects to the parking pads, and the
relationship to the parking pads and the sidewalks must be depicted on a plan drawing.
Title report must be Issued within one month of submittal [SDC 35.040 (6)ee)]. Deed
for TL 300 is altered. Deeds required for each property. Please verify correlation of

(a) Front yard setbacks for buildings in established residential areas.
(b) Building height transition.
(c) Building orientation and connectivity to the fronting street.
(d) Garage door placement and design.
(e) Percentage of windows and/or dwelling doors on facades of homes facing streets,
sidewalks and multi-use paths.
(f) Design variety. Each home shall incorporate a minimum of three of the following SIX
building design features. Applicants shall indicate which option they are proposing on
plans:
1 Roof pitch and design. A minimum of 4 to 12 roof pitch. Eaves.
2 Eaves with a minimum of 6-inch overhang.
3 Architectural features.
4 Architectural details. At least one architectural detail on a dwelling fac;ade that
faces the street. Architectural details used consistently throughout the
construction of the dwelling fac;ade that face streets. (See SDC 35.040 (13)(f)4.
for details).
(g) Open space location and percentage.
(h) Required landscaping and if required show landscaping for buffer area. The private
"street" does require street trees, which are selected from an approved list of
appropriate trees.

This is not a decision on your application. Springfield Development Code Sections
3.050(3)-(6) and Oregon Revised Statutes 227,178 require the City take final action on a
limited land use decision within 120 days after the application is deemed complete. The
120-day processing period for this application begins when all the missing information IS
submitted or when you request that the City proceed without the Information. You must
indicate by either signing this form or by submitting a written response to the City within
seven days of the date of this form asserting your intentions regarding the provision of the
missing information. If you indicate herein or In your written response that the missing
information will be submitted, then you have 180 days from the date the application was
submitted for Pre-Submittal Review to provide the City with the missing information. If you
refuse to submit the missing information, then upon receipt of the full application packet and
processing fee, the City will deem the application complete for purposes of starting the 120-
