The attached map below shows the existing street rights-of-way, public sanitary and stormwater systems, and 2-foot contour lines. Responses to the applicant's questions pertinent to Public Works, and discussion of additional issues, will be referenced in this document. ADDlicant's Ouestions: 1, Will the City establish the UGH for this property? The owner's preference for the line is to be about 100' north of the north line of Hayden Bridge Road extension. The property owner to the east has installed rill about 150' north of Hayden Bridge Road on his property. Will an annexation agreement be required? The City generally does not establish the UGB for private properties. This would be the responsibility of a private licensed surveyor hired by the applicant. An annexation agreement will be required due to issues surrounding secondary access, storm drainage, and sanitary sewer installation, among others. 2. The north cub-de-sac is proposed as a private street. The applicant/owner desires to build a house on one of the lots in the north cul-de-sac and wants the security of a gated neighborhood. Refer to Planning and Transportation Comments. 3. What would be the required improvements of 19th Street? Are there any other offsite improvements? The required improvements along 19th Street will be a minimum 2/3 street improvement. Other offsite improvements would include improvement of a secondary access to the property via either 19th Street or Hayden Bridge Road. This issue will be discussed in detail in the annexation agreement. 4. Storm drainage - Applicant proposed constructing a swaleldetention pond immediately north of the development outside the UGB. All stormwater would be directed to this facility. Does the City agree with this concept? If not, what would you propose? The City would not be amenable to construction of a swaleldetention pond outside the UGB. There is an existing 18 inch pipe stub located on the western property line north of Vera Street that should be utilized to drain this subdivision. Specific items related to connection of the stormwater system may be subject to I the annexation agreement. See Planmng Department Comments. , , , , ' Additional Issues I I . The property is located within a 10 - 201 year time of travel zone to a Springfield Utility Board (SUB) well field. . A large portion of the property is locatecl within the flood plain Zone A - areas impacted by the lOO-year event, and some is locafed within Zone X - subject to less than 1 foot of flooding in a lOO-year event. This will fIeed to be taken into account during subdivision design. . As indicated in the Soils Survey of Lane County, the soil type located on site is 75. This soil type has a clay content on the order ( f ~ 20 - 45% (depending on depth), and a permeability rate on the order of 0.6 - 2.$ inches/hour (at a depth of greater than 6 feet). The depth to groundwater is greater thanl6 feet. Note this information isfrom the Soils Survey of Lane County and does not necessarily reflect the actual soil conditlOns on-szte.
