Mobile home placement will not interfere with natural riparian vegetation. 12. Explain the difficulties in not providing at least a 100 foot setback from high water line to protect the natural, scenic, historic and recreational qualities of the Willamette River Greenway. A 100' setback from the high water line would render the property unusable.
