Occupancy Inspection at 566 Harlow Road, Springfield, Oregon.
Proposed Use:
Church Facility
Dear Mr. Kotara:
At your request, the Community Services Division/Building Safety conducted an inspection
of the building at the above address. The purpose of the inspection was to determine the
suitability of the building for the proposed use as indicated.
Based on the proposed occupancy, the existing conditions which are mentioned below do
not meet the minimum Building Safety Code requirements. Corrective measures must be
taken prior to occupancy to install, repair, replace or modify the following itemS in order
for the building to confonn to applicable safety codes:
STRUCTURAL
1. The original building was constructed as a type V-N (non-rated) building. The Fire
sprinklers appear to have been used to allow increased building area over the base
area allowed by the code.
Type V-N construction is not pennitted for buildings used as churches. However,
it is possible to reclassify the building to type V-I HR and use the fire sprinklers as
a substitution for the one-hour construction. To do this, the building setback from
property lines on the west, south and north must be a minimum of 43 feet to provide
for the allowable floor area. (Sprinklers could no longer be used for the building
area increase noted above).
The building area for the proposed use is approximately as follows:

2. An additional requirement to allow the building to be classified as type V-I HR
construction is to limit the total occupant load of the building to less than 1,000
persons. The maximum occupant load of the building must be posted at 999
occupants.
3. The main assembly area of the building requires three exits having a minimum total
opening width of 13.6 feet. The fellowship hall requires two exits, each having a
minimum opening three feet in width. Required exits cannot pass through storage
areas.
4. A one-hour occupancy separation is required between the assembly uses and the
office areas, except the small office at the southeast corner of the fellowship hall.
All openings in the occupancy separation shall be one-hour rated assemblies.
5. Plans for the modifications to the building must be prepared by an architect or
engineer who is licensed to practice in the State of Oregon. Modifications to the
mechanical and electrical systems will also require plans. All modifications must
comply with current Building Safety Code requirements.
6. The walls and ceilings of the corridor and the foyer (except the exterior wall of the
foyer) shall be of not less than one-hour fire-resistive construction. The canopy roof
outside the assembly area and fellowship hall shall also be of one-hour fire-resistive
construction.
7. Provide a manual fire alann system (pull boxes) in accordance with Unifonn Fire
Code Requirements. Your architect or engineer should coordinate this requirement
with the City Fire Marshal.
8. Provide adequate restroom facilities for up to 1,000 occupants:
Total toilets required is 12, two requiring handicapped accessibility
Total lavatories required is seven, two requiring handicapped accessibility
One drinking fountain is required
9. Up to a maximum of 25% of the total improvement costs for this project shall be
applied to abatement of architectural barriers for the physically disabled. Required
abatement may include building access, restroom facilities, access to the speaker's
platfonn, telephones (if provided), door hardware, signs, assisted listening devices,
etc.

10. Provide one 2-A, 10 B:C rated fire extinguisher for each 3,000 square feet of
building area. Maximum distance from any location in the building shall not exceed
75 feet.
MECHANICAL
11. The kitchen serves a fellowship hall having a seating capacity of over 300. If
commercial kitchen equipment is installed, a commercial exhaust hood will be
required over a range, grill or similar cooking surfaces. Provide an extinguisher
with a minimum rating Of 40 B:C containing an agent which is compatible with the
hood extinguishing system agent.
The above items are requirements for the existing structure only. Other items such as
parking, paving, site improvements, sidewalks, etc., have not been addressed as part of this
inspection, and may be required. Please contact the Planning Division of this office
regarding any necessary improvements to the site.
Building pennits must be obtained for the above items which involve repairs or
modifications to the structural, electrical, plumbing or mechanical systems of the building
and for any additions or revisions you wish to make to the building.
