The Springfield Planning Commission held a public hearing on September 18, 2001, on the
request to approve the Discretionary Use request. The Development Services Department staff
notes, staff report and recommendation were, considered and made part of the record of the

Decision:
The Springfield Planning Commission voted 7 -0 with 0 absent and 0 abstentions to approve the
Discretionary Use request. The action taken by the Springfield Planning Commission is a final
action.
Apoeal:
The applicant or any party may appeal this decision to the City Council.,' The appeal must be
submitted to the Development Services Department, 225 Fifth Street, Springfield, OR 97477,
within 10 days of the Planning Commission's decision, The appeal must be in accordance with
the Springfield Development Code Article 15, Appeals, The appeal must be submitted on a City
form and a fee of $250,00 must be paid with the submittal. The fee will be returned to the
appellant only if the City Council approves the Appeal Application,

NATURE OF THE APPLICATION
This application is for Discretionary Use Approval to allow for the expansion of a
nonconforming residential use in the Light Medium Industrial (LMI) zoning district. The
site is located at 2203 22nd Street in Glenwood and is more accurately known as Tax Lot
400 on Assessor's Map 18-03-03- I3,
I. On AUgust 23, 200 I, staff accepted the above-mentioned application as complete,
2, The application was submitte<;l in accordance with Section 3.050 of the Springfield
Development Code. Notice of the public hearing in accordance with Section 14,030
of the Springfield Development Code has been provided. '
3, On September 18, 2001, a public hearing on the request was held. The Development
Services Department staff report findings and recommendation, together with the
testimony and submittals of the persons testifying at that hearing have been
considered and are part of the record of this proceeding.
CONCLUSION
On the basis of this record, the requested Discretionary Use application is consistent with
the criteria of the Springfield Development Code, This general fmding is supported by
the specific findings of fact and conclusions contained within the Development Services
Department staff report,
ORDER
It is ORDERED by the Planning Conimission of Springfield that approval of
Discretionary Use, Jo,No. 2001-08~168 is granted.

Dear Tom:
This is to confirm our conversation today, November 27, 2001, in regard to
2203 1/2 Henderson has in fact been improved to provide insulation that meets
current code requirements.
New insulated vinyl windows and doors were installed and walls were insulated and
sheetrocked.
In addition we re-sided the exterior walls,
