TRIP GENERATION STUDY
FOR LIBERTY FEDERAL BANK
PURPOSE
The purpose of this report is 10 document the Irip generation study performed for the new Liberty
Federal Bank in Springfield, Oregon. Included in this report is the projected Irip generation for
the new bank, and the trip generation values of the previous occupanl of the building.
INTRODUCTION
Liberty Federal has opened a branch bank in an existing building located in the northwest
quadrant of the Harlow Road/Gateway Street intersection. The building was previously occupied
by Pacific Source Pharmacy. The building contains 1,000 sqy,are_feeCoCno.or.area and. Qne drive-
throug~)ay. The bank currently does not have an automatic leller machine; however, in the long
term one may be installed.
TRIP GENERATION
Trip generation values were determined for Liberty Federal Bank and af?~ln:!,_'p!~annacy at the
project site.
Trip generation for the bank was developed based on a traffic count and information provided by
Liberty Federal Bank. Site generated trips were broken down inlo three categories: customers,
employees, and service vehicles.
The number of Irips generated by customers was determined based on a traffic count performed at
an existing Liberty Federal Bank in Eugene. The count was conducted on May 13, 1997,
between the hours of9:00 AM.. 5:00 PM (the operating hours of the bank). The results of the
count indicate the EugeneGiiiil< attraCts 92 customers (!}4 one-way trips) per day, 24 trips during
the AM peak hour, and 32lrips during the PM peak hour (see Attachment A).

From information provided by Liberty Federal (shown on Attachment B), il was delermined a
representative trip generation rate could be calculated by comparing the number of trips generated
to the number of bank tellers. The Eugene bank attracts 184 trips daily for 3 tellers resulting in a
trip generation rate of 61 tripslteller.
For the new Liberty Federal Bank in Springfield, it was assumed all the customers arrived by
single occupanl automobile. To determine the trip generalion for the Springfield bank, the daily
rate of 611ripslteller was used. The resulting Irip generation by customers for Ihe new bank fr'
(based on 2 tellers) is 122 trips per day, 16 during the AM peak hour, and 22 during the PM peak
hour.
The number of trips generated by the employees was estimated based the on projected number of
employees (4) at the Springfield bank. It was estimated each employee will generale 4 trips (2
entering Irips, and 2 exiting trips) per day; resulting in a daily lotal of 1& trips. The employees are
expected to be at work during peak periods, hence employee trips will nol occur during the AM
or PM peak hours.
A service vehicle Slops by the bank two limes per day generating 4 trips (2 entering trips, and 2
exiting trips). Of the 4 trips, 2 occur before the bank opens and the other 2 after closing. As a
resull, no service vehicle trips occur during the AM or PM peak hours.

Trip generation values were also estimated for the previous development, a pharmacy, Trip
generation values for Ihe pharmacy (per City of Springfield) are based on Irip rales given for
specialty retail centers (Land Use_814) in the Trin Generalion manual, 1991, published by the
Instilute of Transportation Engineers (ITE), The Irip generation values are for 3,,000 $.(juare feet
of gross leasable area. The results indicate the previous development generated 122 trips per day,
19 Irips during the AM peak hour, and 15 trips during the PM peak hour, Trip generation values
are shown inlhe following table:

RESULTS
Based on the study herein, Liberty Federal Bank in Springfield will generate 20 (142 - 122) trips
per day more than the previous occupant of the building. Trip generation is expected to decrease
by 3 Irips during the AM peak hour and increase by 7 during the PM peak hour.

Transaction data supplied by Liberty Federal Bank indicates there were 2,200 transactions at the
Eugene branch. The bank was open 21 days in March, resulling in 105 Iransactions per day.
Additional data supplied by Liberty Federal Bank (not shown) indicates cuslomers average 2.3
accounts per person. Because the process of a single transfer of money between accounts results
in 2 transactions, it may be assumed customers will generate more than I transaction per visit.
Therefore, the number of customers per day visiting the bank is less than the number of
transactions. This conclusion is also supported by the customer and Iransaction counts performed
on May 13, 1997. On this day, 92 customers produced 139 total transactions.
