SUBJECT: GREASE INTERCEPTOR REQUIREMENT
Dear Ms. Lee
On November 10,1999, The Gateway Buffet at 3198 Gateway Street was issued a
copy of the Required Management Practices for Food Service Facilities doing business
in Springfield, Oregon. These requirements stipulate that food service facilities must
install and maintain adequate grease removal devices and implement specific pollution
management practices. Grease control devices are intended to reduce the amount of
grease discharged to the public wastewater collection, where it can cause obstructions
or blockages of sewer pipes and increased need for colleytion system maintenance.
On July 19, 2001 you were sent a reminder letter regarding these requirements and
were notified that your business would be visited.
A site visit was conducted at your facility on October 4, 2001. At that time, city
personnel discussed with you the problems that city maintenance crews have incurred
concerning the amount of grease being deposited into the wastewater colleCtion system
in the Gateway area.
During that site visit you indicated that your facility has two 30 gallon grease receptacles
located in the prep and wok areas of the main kitchen. Based on TV suriteys
conducted on October 31,2001 and May 9,2002 of your lateral connection to the City
of Springfield Wastewater Collection System and of the City of Springfield collection
system line segment receiving your wastewater discharge, we have determined the
receptacles currently being used are not adequate grease traps given the volume of
grease discharged from your facility.

Sprihgfield Municipal Code sections 4.036 through 4.044 authorizes the City to require
any industrial user to:
(a) Install and maintain at its expense a suitable control access hole to facilitate
observation, sampling, and measurement of wastewater being discharged;
(b) Allow authorized representatives of the City access at all reasonable times to all
parts of the premises where wastewater related facilities are located or in which
required by the Code are kept;
(c) Install wastewater pretreatment facilities or make plan or process modifications
deemed necessary by the City Manager to meet the requirements of sections
4.042 of the Springfield Municipal Code. These facilities shall be constructed,
installed, operated, and maintained at the expense of the industrial user. The
industrial user shall maintain records indicating routine maintenance check
dates, cleaning and waste removal dates, and means of disposal of accumulated
wastes.
The Oregon State Plumbing Specialty Code states that the administrative authority may
require a grease trap or interceptor to prevent the discharge of grease to the
wastewater collection system. The City of Springfield is the administrative authority for
Springfield facilities which discharge to the Eugene/Springfield Regional Water Pollution
Control Facility. The Municipal Code prohibits the discharge of solids or viscous
substances, including grease which either alone or in combination with other pollutants,
may cause obstruction to the flow in a sewer or other interference with the operation of
the City's wastewater system (Springfield Municipal Code 4.006(4)). As such, you are
required by Springfield City Code to install a grease interceptor which will adequately
treat the discharge from your facility,
Please contact the City of Springfield Community Services Division, Springfield CitY
Hall, 225 Fifth Street (726-3753) for additional information concerning interceptor
permitting, requirements and specifications. You shall submit a Building Permit
Application Form by July 10, 2002. The grease interceptor shall be installed no later
than 90 days after the issuance of the permit. Failure to do so may result in
enforcement action by the City. ...,
In addition, City Code section 4.094 allows the City to recover costs associated with
cleaning sanitary sewer lines which are blocked or obstructed by the grease discharged
from businesses.
