' Plan Approval for expansion on the southwest corner of 17-03-22-2, Tax Lot 2700; of a restaurant Gateway Street and ~ 31 <( r Ga -;;;-. '<>--0 -,- . ----- DECISION The Development Review Committee (ORe) of the City of'Springfield reviewed and approved with modifications your Preliminary Site Plan for expansion of a restaurant. The DRC reviewed the Site,Plan to ensure compliance with the standards of the Springfield Development Code (SDC). In order to satisfy the requirements of the SDC, modifications are required for the Final Site Plan. The Final Site Plan shall ' include all applicable modifications described below and shall be submitted to the City within 90 days of the date of this letter. CRITERIA FOR APPROVAL In order to receive Final Site Plan Approval approval, a Type II Site Plan application must satisfy all of the following criteria. The findings addressing each of the criteria support the approval of th~ preliminary site plan. 1, Compliance with the submittal requirements of Sections 3.050 and 31.050 of this Code. The submittal with reV1Slons was adequate for review of the proposal. The applicant will have demonstrated compliance with the provisions of the Springfield Development Code when the Final Site Plan has been submitted satisfactorily addressing the modifications for Final Site Plan below. 2. Proposed on-site and off-site public and private improvements are sufficient to accommodate the proposed development as specified in ~\ ._/.~ Articles 31, 3~he appropriate zoning and/or ~ng overlay district Article and any applicable Refinement Plan. The site has public street access onto Gateway Loop and Gateway Street which are fully improved streets.. All public facilities and utilities are available to the site. 3. Inventoried natural (including regulated wetlands) and historic features of the site have been adequately considered in the project design, consistent with Metro Plan policies. There are no inventoried natural and historic features on the site. 4. Parking areas and ingress-egress points have been designed so as to facilitate traffic and pedestrian safety, to avoid congestion and to minimize curb cuts on arterial and collector streets as specified in Articles 31,32, the appropriate zoning and/or zoning overlay district Article and any applicable Refinement Plan. The proposed site plan does increase the intensity of the existing use so that traffic and pedestrian safety are adversely affected by establishing the eastern driveway on Gateway Loop as two way. The original site plan for the previous restaurant was approved with a one way, exit only driveway. The applicant will be required to modify the Final Site Plan depicting an exit only driveway. REQUIRED MODIFICATIONS FOR FINAL SITE PLAN In order to receive a Development Agreement, the applicant must submit a Final Site Plan depicting compliance with the applicable modification. The required modification is as follows: '1. The Final Site Plan shall depict the eastern driveway on Gateway Loop as an exit only driveway. ADDITIONAL INFORMATION The application and documents relied upon by the applicant, and the applicable criteria of approval are available for a free inspection at the Development Services Department, 225 Fifth Street, Springfield, Oregon. Copies of the documents will be made for $0.75 for the first page and $0.25 for each additional page. APPEAL If you wish to appeal the decision of Preliminary Site Plan. Approval , you must do so within 10 days of the date of this letter.
