EFFECTIVE DA.~~~-r-~:~~8 7:' '~:~\':": ;f!.?'''':;;'!;' (Revision 1) " " DEPARTMENT OF PUBLIC WORKS STANDARD OPERATING POLICIES AND PROCEDURES SUBJECT: BANNERS PURPOSE The purpose of this policy is to establish the Transportation Section policy and procedures concerning usage and placement of banners over street rights-of-way_ BANNER SITES The banner sites discussed here include the following locations: 1. Site #1, Mohawk Blvd. near 'G' Street. (McKenzielWillamelle Hospital Site) 2. Site #2, South 'A' Street at 6th Street. (Oregon State Highway Division Site) POLICY (Site #1) The Transportation's Section's policy on banners is that only governmental, non-profit or special district organizations (specifically including McKenzie-Willamelle Hospital) be allowed to have banners placed over the public right-of-way, and further, that such banners advertise public, not for profit events only. Banners shall be oermitted to advertise only the following activities: 1. Public service activity which provides benefits to the community as a whole; or, 2. Artistic or literary activities, provided that artistic shall include music and the performing arts; or, 3. Scholastic activities, which is defined as activities sponsored by organizations which carry on general education activities. Banners shall not be oermitted to advertise the following: 1. Banners shall not display the name, slogan, advertising, logo or trademark of any private, for-profit company. 2. Banners shall not promote or be sponsored by any political candidate/party, religious or issue group. 3. Banner advertisement shall not be carried on for the purpose of earning a profit. 1 ~ .~ " PROCEDLJRE~ . . r 1. Those wishing to have a banner hung over the right-of-way within the City limits (Site# 1, Mohawk Blvd.) must submit a written application (Banner Permits Form PMT 5) available at ihe Public Works Department office in City Hall. 2. Banners shall be placed by the City on a first come, first serve basis. 3. A fee of $100.00, covering the actual cost of the City for placing and removing the banner and processing the application, shall be submitted with the application. This fee shall be returned to the applicant only in the event of rejection of the application. 4. A banner may be displayed for a period up to three (3) weeks prior to the event. 5. The applicant shall deliver the banner to the Public Works office of City Hall (225 Fifth Street) five (5) working days prior to the date the banner is to be hung. The banner shall be picked up by the applicant at the City Transportation Maintenance Division (201 S'outh 18th Street (Gene Butterfield 726-4612) within five (5) working days following the completion of the display period. The City shall store the banner for a period not to exceed ten (10) working days, after which time the City may dispose of the banner and have no further responsibility therefor. 6. The banner shall be inspected upon delivery to the Public Works office and may be rejected for policy non-compliance or materials deficiencies (See Exhibit A). 7. The City accepts no responsibility or liability for damage to the banner. 8. Authority to accept or reject the banner application is delegated to the City Manager or hislher designee. Anyone whose application is rejected by the City Manager may appeal to the City Council by filing a written request with the City Manager not less that ten (10). days after notification of the application rejection. POLICY (Site# 2) Those wishing to have a banner hung at Site#2 (South 'A' Street and 6th) should contact the Oregon State Department of Transportation office at 3620 Gateway Street, Springfield, OR. 97477 or call at (541) 726-2552) and request a banner application.
