JOINT ELECTED OFFICIALS WORK SESSION
ACTION
REQUESTED:
Discuss inter-jurisdictional issues of mutual concern.
ISSUE
STATEMENT:
This is a joint meeting of the local elected officials (Eugene, Springfield and Lane
County), to discuss inter-jurisdictional priorities. The items to be discussed which
have been agreed_ upon in advance are: House Bill 3337 (from the 2007 Oregon
Legislative Session), the Eugene-Springfield Transportation System Plan
(Transplan), and long- and short-term remedies for the local public safety system.

On February 13,2008, the elected officials met to discuss a variety of concerns. At
that meeting it was suggested that more joint meetings be scheduled to discuss local
inter-jurisdictional issues; this meeting continues that practice.

RE: Regional Planning Coordination Work Plan Development
Background
This memo provides background information on regional-planning coordination underway in the
Eugene-Springfield Metropolitan area for transportation and land use planning. Planning and
transportation staff from Eugene, Springfield and Lane County are working with staff from the
Lane Council of Governments (LCOG), the Oregon Department of Transportation (ODOT) and
the Department of Land Conservation and Development (DLCD) to sort thrbugh the significant
planning acti9ns and timelines that must be addressed as this area undertakes compliance with
House Bill (HB) 3337 and the concurrent update of the region's transportation system plan,
TransPlan. The outcome of this cooperative staff-level work will be a draft work program that will
be presented to the Joint Elected Officials (JEO) in September and submitted to the Land
Conservation and Development Commission (LCDC) for approval at their October meeting.
LCDC action is necessary to comply with our obligation to have local transportation plans
consistent with the recently updated federal Regional Transportation Plan. The following is a
summary of the planning and transportation issue discussions currently underway.
Planning Issues - land Use
Eugene and Springfield are both conducting lands assessment processes as part of the
requirements of HB 3337. It is anticipated that the implementation of HB 3337 will lead to
proposed amendments to the Metro Plan to recognize the establishment of separate buildable
lands inventories and urban growth boundaries for each city. In addition to Metro Plan
amendments, new land use assumptions derived from HB 3337 implementation may require
updates to TransPlan, the Public Facilities and Services Plan and some neighborhood plans to
maintain Metro Plan consistency.
Planning Issues - Transportation
TransPlan, the Eugene-Springfield transportation system plan, must be updated to be consistent
with the recently updated federal regional transportation plan (RTP). If this work cannot be
completed by November 2008, LCDC must approve a local work plan outlining how and when
consistency between these two documents will occur.
In addition to the federally-required RTP, the state requires that our metropolitan area have two
other types of transportation plans:
· A Regional Transportation System Plan (RTSP) that covers the same geographical area as
the RTP - Eugene, Springfield, Coburg, and metropolitan Lane County. This document has
not yet been prepared as this requirement only became effective upon adoption of the RTP
last November.

. A Transportation System Plan (TSP) that covers one or more local jurisdictions. TransPlan
currently serves Eugene, Springfield, and metropolitan Lane County; Coburg has a separate
TSP. TransPlan could be amended to jointly address the local transportation planning issues
of each city or each city could prepare and adopt separate TSPs. Either scenario would
result in TSPs operating under the umbrella of a single, regional RTSP which in turn would be
consistent with the RTP.
Work Plan and Timeline Coordination
As evident from the preceding summary, these planning processes and timelines are complex,
and require close coordination with the three local governments, along with LCOG, ODOT and
DLCD to develop work plans and timelines for these regional planning tasks. .
Over the next several months, work plan elements will be identified, including timelines and
decision points for elected officials. It is anticipated that the work plans and timelines would be
presented at a September JEO meeting. )
