He also volunteers at the Emerald Art Center. He serves on the Art Alley Mural Planning committee, the Mural Maintenance committee, the Web Page committee, the City Hall Gallery committee and at Puppet Festival events. Sandra Domin2uez: Ms. Dominguez rejoined the SAC in January 2008 and was a member in 2004/05. She serves on the City Hall Gallery Committee, Art Alley Mural Planning Committee, and Heritage Arts Program Committee. Sandra holds a Masters degree in Arts Administration from the University of Oregon. She has worked in the local arts community for many years in various capacities and is currently the Museum Store Manager at the Jordan Schnitzer Museum of Art at the University of Oregon. Charlene Eckman: Ms. Eckman became a member of the SAC in January 2006, and serves on the Heritage Arts Grant, Puppet Festival, and Youth Art committees. She frequently teaches the First Tuesday Craft Club sessions, organized the Third Y olith Art of Springfield Show in 2008 which had over 1500 art entries from students in Grades K-5 and helps plan the Great Outdoor Art Contest held at Island Park. She is Chairman of the Family Art Sunday Committee which introduces children and their families to various cultural regions of the world and teaches an Art Education Class for Parents and Grandparents at the Emerald Art Center. She also enjoys creating oil paintings. John Keskinen: Mr. Keskinen has been a member of the SAC since March 2001. He is a songwriter and musician and performs at local venues, mainly with guitar, but also mandolin, resonator guitar, bass guitar, harmonica and voice; is a published photo-illustrator; earned a baccalaureate degree in studio arts from the University of Minnesota; and is employed at Siuslaw Bank. John serves on the Heritage Arts Grant committee, the Puppet Festival committee and the Web Page committee. Karl Kreutzer: Mr. Kreutzer has been a member of the Springfield Arts Commission since February 2008. He is currently serving on the Youth Arts Committee and designed the Third Annual Youth Art of Springfield Show poster. He has 12+ years design experience and is both a writer and a painter. William (Aztec) Miller: A first-year member of the SAC, Mr. Miller is the small business owner of Millrace W oodworks, a custom furniture shop. He rents his workspace from the city of Springfield and is a homeowner in the Washburne district. He serves on the Testa Sculpture and Youth Arts Committees. When time permits, he does sound sculpture. His pieces have been shown at the airport, Maude Kerns and at Art in the Vineyard. Carol Plaia: Ms. Plaia has been a member of the SAC since February 2007. She served on the Redmond, Washington Arts Commission for five years, and was a staff member for the National Women's Caucus for Art. She is a studio artist, primarily in mixed media sculpture, performance artist, and a writer. She is a member of the Emerald Empire Art Association Board of Directors. She served on the SAC website committee, serves on the Art Alley Mural committee, and is chair of the City Hall Gallery committee. Robert Winkleman: Mr. Winkelman is the owner of a downtown business, McKenzie Photoworks, and has been a photographer for many years. The current Chair of the SAC, he became a member of the commission in January 2006 and is a member of the City Gallery committee and the Heritage Arts Grants committee. Scott Wylie: Mr. Wylie, 61, has been a member of SAC since 1996 [excepting 2006] and is a former Commission chair. He is a well-known artist and designer whose practice focuses on building/landscape design and planning and" the interrelationships of these disciplines with fine and applied arts. This career path stems from his lifelong passions for drawing, building and using his imagination. Wylie managed the City Hall Gallery for many years and continues to help jury its shows. He now spearheads the Luigi Testa Sculpture Siting Committee, helps with the Puppet Festival and assists in Youth Arts and Arts Heritage workshops. He is currently active in the Emerald Empire Arts Association, volunteering frequently for its Family Art Sunday Programs. He frequently gives public testimony and writes articles on historic " preservation, land use and design issues. As a construction contractor, he often builds and installs his works. Attachment I r Arts Commission Charge The Springfield Arts Commission was created by the City Council, to promote the arts in Springfield. The Commission gives assistance to local artists in the form of grant sponsorship, networking, education, and funding. The Co~ission may co-sponsor arts events and exhibits. It works with the Lane Regional Arts Council and the Oregon Arts commission. With an active nine-member citizen board, an operating budget of about $10,000, and part-time staff support, the commission provides opportunities for artistic creation and exhibits, performances and events. The commission seeks to educate the community about the role the arts play in enhancing the quality of community life. Toward these goals, the commission works with several community partners, such as the Springfield Public Library, Springfield School District, Willamalane Park and Recreation District and the Springfield Citizens' Advisory Board. Youth Arts The Arts Commission works to expose a variety of arts to Springfield's youth. Youth Arts Workshops target upper-elementary and middle-school aged children and offer art instruction beyond that which is offered in schools. First Tuesday Craft Club is taught monthly in the library by a member of the commission, inviting kids in grades 4-8 to create a proj ect. The third annual Youth Arts Show has tripled its participation from Springfield's elementary schools since its launch, with over 1500 participating students this year. This year's show, "Squished in a Square" is currently on exhibit in the City Hall Gallery. City Hall Gallery ~ The Arts Commission manages the City Hall Gallery, in the lobby of City Hall, which showcases the work of local artists, provides a venue for artists to display their work and exposes the public to the variety of work created by our community. Reaction from the public is continually positive and supportive of this additi~n to City Hall's environment. Sprinefield Library Puppet Festival The Arts Commission, in collaboration with the Library' s Youth Servjces Department, and with community sponsorship from Pacific Continental Bank, Evergreen Land Title, and SUB, produces the Springfield Library Puppet Festival every March. The festival, now heading into its fifteenth year, attracts over 1200 children and adults each year, both local and from out of town. The festival, unique in the northwest, features performances by first-rate professional puppeteers as well as children's workshops. The Puppet Festival is a delightful event and remains free for the community. Members of the Arts Commission also volunteer with the Celeste Rose Puppet-making five-week workshop. The workshop members put on a play, creating the story and puppets and culminating in a final performance. Community Arts The Great Outdoor Art Contest is an annual summer event organized by the commission and currently in its second year. Through a partnership with Willamalane Park and Recreation District, the event is growing. Artists of all ages are invited to start and finish a piece of art in one day. The upcoming event is Saturday, July 26. Attachment III - Page I Herita2e Arts Grants and Community Support In 2008, the Arts Commission awarded $2900 of its annual budget as Heritage Arts Grants to help Springfield organizations produce cultural exhibits and performances. The small grants go to Springfield groups with projects that are arts related and that will result in a public display or performance. This year the commission was able to support six community project grants with awards ranging from $400 to $500. The Arts Commission funded additional community projects. The Springfield High School Drumline received a $500 scholarship that helped fund their attendance at a prestigious conference this past fall. $125 funded a recycled art class led by Holly Piper and the art pieces exhibited in the library last summer. Arts Commission Website The commission completed its website this past year. The address is: www.springfieldartscomluission.org. Richard Hadley, a volunteer website architect, worked with members of the commission's web site committee to develop this fantastic site. Art Allev The Arts Commission created and maintains Art Alley, the collection of outdoor murals and other public art in Springfield. Art Alley was the original reason the council created the Arts Commission and Art Alley continues to be a source of local pride as well as a draw to out-of-town visitors. Upcomin2 Proiect - Testa Sculpture Placement In 2003 the City took ownership of twenty- four pieces of steel sculpture and ten oil paintings by California artist Luigi Testa (a collection valued at $96,000.) The Commission is currently working with the city planning department to permanently place select Testa pieces at the new Justice Center. The commission has earmarked the $7500 added to the Fiscal Year 2008 Arts Commission budget to be used for installation of the Testa pieces at the Justice Center site. Challen2es The Arts Commission will continue with its arts projects, programs and grants. The commission also hopes to secure a place for select Testa pieces at the new Justice Center in the coming months. The Arts Commission strives to achieve the goal of using the arts to help shape the revival of downtown Springfield. The commission will continue to facilitate the creation of art opportunities in Springfield. Attachment III - Page 2 ARTICLE 1. ARTICLE II. Section 1. Section 2. ARTICLE III. Section 1. Section 2. ARTS COMMISSION BY-LAWS Establishment: The Arts Commission was established in June of 1986 (Resolution 86-26). Purpose and Objectives: Purpose: To promote cultural richness and diversity and assist in the preservation of the cultural heritage of the community as expressed through artistic endeavors. Objectives: a. To provide places and spaces for artistic creations, exhibits, perf<;>rmances, and events. b. To foster awareness, communication, education, and sharing of resources between local artists and arts groups. c. To function as a local coordinating agency between the , Lane Arts Council and the community. d. To promote the arts as an element of Springfield's economic diversification program, particuhrrly in regard to tourism. Membership and Appointment: Composition: a. The Commission shall consist of nine voting members, selected on an at-large basis. Commission members shall be 18 years of age or older. c. Commission members shall be registered to vote. d. Commission members shall have specific expertise or interest required to carry out the commission's objectives. e. Commission members shall have either a residential or business Springfield address, encompassing zip codes 97477, 97478, or 97482. ) b. Selection: a. Applicants for appointment shall submit a completed application form to the City Manager's office. b. The selection process is to open and well publicized. Prospective members shall attend a regular meeting before submitting an application for membership. Appointment: a. Commission members shall be nominated by the Arts Commission and appointed by City Council. b. Vacancies shall be filled in the same manner as original appointments and the appointee shall fill the remainder of the unexpired term. Terms of Service: a. A term of service shall be four years. b. Any member who has completed a four-year term may reapply for a second four-year term; no member shall serve more that two consecutive four-year terms. c. All members shall serve without compensation. d. Term expiration dates shall be staggered so that no more than three member terms will expire in any year. Voting: Each voting member of the Commission shall be entitled to one vote on all issues presented at regular and special meetings at which the member is present, except that a member shall not vote or take part in discussion as a member when there is a conflict of interest, i.e. when action is to be taken which may confer a significant economic benefit or impose a significant loss on the individual member or an immediate family member. Any time a member present at a meeting does not record his or her voice, it is automatically recorded as a vote with the majority. An abstention must be entered as such in the minutes, with the reasons recorder. The Springfield City Manager and hislher designated representative shall be ex-officio members of the commission. Proxy voting will not be allowed, as specified in the City Council's operating procedures for Boards, Commissions, Committees, and task Forces. Duties of Officers: a. The Chair shall conduct meetings, appoint subcommittees, coordinate with staff to set the agenda, assist staff where possible, monitor projects, and represent the Commission to the public. b. The Vice-Chair shall assume the duties of the Chair in the absence of the Chair. c. The Secretary shall take meeting notes. A term of office is one year. Officers shall be nominated at least 30 days before election. Elections shall be _during a regular meeting. No officer shall serve in excess of two consecutive one-year terms in the same position. Meetings: Regular Meetings: a. The Commission shall establish a regular meeting date and location for holding the meetings~ b. Advance, written notice shall be mailed to all members. c. If a member will be absent, that member must notify the Chair or staff. More than two consecutive unexcused absences in a year can result in loss of membership. d. All meetings shall be open to the public. Special Meetings: a. Special meetings may be called by the Chair. b. Minimum notice for calling a special meeting shall be 24 hours, and the meeting shall b~ in compliance with ORS Chapter 192. Conduct of Meetings: a. Official action may be taken by a quorum of five members. b. An act of the majority of the voting members present shall constitute an act of the Commission. c. All meetings shall be conducted in accordance with Robert's Rules of Order, newly revised. Amendments to By-laws: Attachment IV -- Page 3 Section 1. These by~laws may be amended by a vote of two-thirds of the members and with City Council approval. Section 2. Written notice of such proposed amendments shall have been given to the members at least five days prior to the date of the meeting at which the proposed changes are to be considered.
