A RESOLUTION APPROVING 30 PERCENT DESIGN FOR THE PIONEER P ARKW A Y BUS RAPID TRANSIT EmX CORRIDOR WHEREAS, the Springfield City Council most recently adopted TransPlan, the Eugene-Springfield Transportation System Plan, in July 2002, including Bus Rapid Transit as a policy to address traffic ,congestion; and WHEREAS, on November 5,2001 the Springfield City Council agreed with the EmX Steering Committee's recommendation that Lane Transit District (LTD) move forward with the evaluation of alternatives and project development activities that would extend the EmX system from the downtown Springfield Station north into the Gateway area; and WHEREAS, Lane Transit'District evaluated alignment alternatives and operational alternatives in an extensive public involvement process between 2001 and 2006; and WHEREAS, the L TD Board of Directors, and the Metropolitan Policy Committee endorsed the Locally Preferred Alternative for the Pioneer Parkway EmX project in April and May 2006; and WHEREAS, the EmX Steering Committee approved the EmX Parkway Corridor project on October 17, 2006; and ,) WHEREAS, the Springfield City Council approved Resolution Number 06-45 Endorsing the Locally Approved Alternative on November 6, 2006; and WHEREAS, the Federal Transit Administration approved a Finding of No Significant Impact on December 22,2006 for the Pioneer Parkway Corridor EmX project as described in the Environmental Assessment; and WHEREAS, the Springfield City Council directed that approval of final design would occur through the City's Public Improvement Plan Process; and WHEREAS, the City of Springfield and Lane Transit District will enter into an Intergovernmental Agreement to describe' the ongoing obligations of L TD and the City including but not limited to Rights of Way and property use agreements and traffic signal operations for the Parkway BR T Corridor; and WHEREAS, the Springfield City Council held three work sessions on February 4, February 19 and April 14, 2008 to review 30 percent design detail of the Pioneer Parkway Corridor EmX project; and WHEREAS, the Springfield City Council held a public hearing on the 30 Percent Design at its Regular Meeting on May 5, 2008; and WHEREAS, the Council has considered the comments at the public hearing, and the information provided by City staff and Lane Transit District staff; and NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD that the Springfield City Council approves the Pioneer Parkway Bus Rapid Transit EmX 30 Percent Design as described in Exhibit A, the 30 Percent Design Package for the project, included herein; and BE IT FURTHER RESOLVED, that the City Manager is directed to review final design for the corridor using the City's Public Improvement Plan process; and BE IT FURTHER RESOLVED, that the City Manager is directed to negotiate intergovernmental agreements with Lane Transit District with respect to ongoing obligations of L TD and the City including but not limited to Rights of Way and property use agreements and traffic signal operations for the Parkway BR T Corridor and present the same to the Council for review and approval; and BE IT FURTHER RESOLVED, that the Pioneer Parkway Bus Rapid Transit Project is subject to the List of Project Conditions as described in Exhibit A, Project Approval Conditions, included herein; and BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the Council and approval by the Mayor. In recognition of, and as mitigation for, operational impacts to the roadway network that result from the Pioneer Parkway EMX Project (Project), the Lane Transit District. shall construct or provide, as appropriate, the following list of improvements prior to or as a part of Project construction: . Signal software - Bitran local intersection software model 233 and central control software model QuicNet/4 of the appropriate version to provide functions needed for Bus Rapid Transit operations. Software shall be identical to software used in City of Eugene. Improved Pedestrian Crossings - Pedestrian crossings to EmX stations that are not at presently signalized intersections shall receive safety enhancements commensurate with expected pedestrian exposure. In lower speed environments (less than 40 mph posted speed) and shorter crossing distances (less than 28 feet) warning signs and pedestrian activated flashing beacon lights should be used. At locations with higher speeds and longer crossings more proscriptive measures should be considered. Pioneer Parkway at 0 Street - Redesign the intersection of Pioneer Parkway and Q Street to allow for concurrent left turns from Pioneer Parkway to Q Street from both the north and south. Pioneer Parkway at 0 Street - Extend the westbound left turn lane on Q Street from Pioneer Parkway East to 2nd Street Pioneer Parkway at 0 Street - Add a northbound right turn lane on Pioneer Parkway East at Q Street, within the space available for this improvement. L TD' s cost for this improvement shall be limited toa not- to-exceed amount of $250,000, and the City shall be responsible for costs beyond $250,000. Streetlight Upgrade on International Way - Replace low pressure sodium fixtures with metal halide fixtures and wiring as needed, on poles that are moved as a result of the project. City will cover tlie cost for fixture replacements on poles that remain in place. Rosa Parks Path Lighting - Add infrastructure for future path lighting of the Rosa Parks Path including conduit, pull string, junction boxes from pole to pole and service points all sized for roadway and path lighting needs. City will provide conduit sizing and junction box placement guidance. Maple Island Roundabout - Coordinate with City for reconstruction of the Maple Island Roundabout concurrent with Project, and at City's expense. Pioneer Parkway East at OR 126 Eastbound On Ramp - Coordinate with City and ODOT to provide additional width to the bridge over the Q Street Ditch to accommodate a northbound right turn lane onto OR 126 East, at City and ODOT's expense. . . . . . . . . Resolution No. 08-17 City understands that many of these improvements will need to be approved by ODOT. City will partner with L TD in requesting design approval from ODOT. Should ODOT not approve one or more of the Project mitigations on the ODOT system, then L TD and City staff will develop substitute mitigation acceptable to the City. 2. Until such time as the "Northeast Link" is constructed between the intersections of RiverBend Drive/St. Joseph's Way and Deadmond Ferry Rd./lnternational Way, the Parkway EmX shall run on a route specified by the City Manager between these two intersections. 3. Lane Transit District shall continue to consult with City staff and ODOT to determine if, in light of the existing adjacent Rosa Parks Multi-Use Path, it is necessary or efficient to provide additional on street bike lanes that will cause a further loss of on street parking in the downtown core as well as further reduce the width of the rails-to-trails park median, which is a valued community greenway asset.
