Good Morning Kitti,
I was not the staff member who had worked out the Issues related to Access. I would need
additional information related to the long-term development plan for the project to make a
proper determination. At this point, Mr. Jokenin was supposed to eliminate one of the Main
Street approaches that currently exist, and use the other as his main approach. The
remaining approach currently eXists under a "Grandfathered" condition. It IS available to be
used until the development on the site exceeds three residential units, or greater than 25
ADT, beyond that pOint Mr. Jokenin's development will trip the Oregon Administrative Rule
(OAR) 734-051 "change In use" criteria and will be required to apply to ODOT for a new
Approach Permit.
