The site is located at 4971 Highbanks Road (Assessor's Map 17-02-28-00; Tax Lot 800). There is an existing house and shop on this property. The property is zoned Heavy Industrial (HI); the Metro Plan Designation is Heavy Industrial - not in any existing refinement plan area. There was no Pre-Application Conference. A certified letter sent to the applicant on April 14, 1989, stated that the property was in violation of a City Code andlor Ordinance; Site Plan Review was required through this process. Staff reviewed this application on July 11, 1989, ACTION PRELIMINARY SITE PLAN APPROVAL subject to: Requirements under Site Plan Review Criteria of Approval (See Attachment A). WAT NEEDS TO BB DONE TO OBTAIN FINAL SITE PLAN APPROVAL? 1. A Final Site Plan drawn to scale is required within 90 days of the date of this letter. 2. A signed Development Agreement. This agreement will be prepared by staff upon approval of your Final Site Plan, APPEAL If you wish to appeal this Type I Site Plan Review decision, you must do days of the date of this letter. When- the applicable Minimum Development Standards belov have been met, this application viII have demonstrated compliance vith the applicable standards of this Code. [X) PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO AS TO FACILITATE TRAFFIC AND PEDESTRIAN SAFETY, TO AVOID CONGESTION AND TO MINIMIZE CURB CUTS ON ARTERIAL AND COLLECTOR STREETS. When the applicable Minimum Development Standards belov have been met, this criterium viII be met. MINIMUM DEVELOPMENT STANDARDS TO BE MET (Ref. SDC 31.040). [X) THE DEVELOPMENT MUST CONNECT TO PUBLIC IITILITIES. The site is on septic tank; there is no sanitary sever available. [X) THE DEVELOPMENT MUST COMPLY VITH THE SPRINGFIELD BUILDING SAPETY CODES. The paving of the drivevay viII require a Building Permit. Contact Lorne Pleger of the Building Safety Division at 726-3759. The area to be paved must be shovn on the Final Site Plan. [X) PARKING AND CIRCULATION AREAS MUST BE PAVED AND STRIPED, AND VHEEL STOPS MUST BE INSTALLED. The area directly in front of the shop needs to be paved. The Springfield Development Code al10vs for a tvo year extension of the paving requirement if security is provided. The area to be paved needs to be shovn on the Final Site Plan. [X) CURB CUTS VHICH EXCEED THE STANDARDS OF THIS CODE MUST BE CLOSED AND REPLACED VITH STANDARD CURB AND GUTTER, AND SIDEVALK VHERE NECESSARY. No curb cuts are existing; the property is not on an improved street. [X) SIDEVALKS MUST BE INSTALLED VBEN THE SITE ABUTS A CURB AND GUTTER. IMPROVEMENT AGREEMENT MUST BE REQUIRED VBEN THE SITE DOES NOT GUTTER. A PUBLIC ABIIT CURB AND There is no sidevalk. An Improvement Agreement viII need to be signed for Highbanks Road. The applicant is required to pay the Lane County recording fee, _. , ~ . 4t Page 2 Brigl Findings (X) A 5 FOOT VIDE LANDSCAPED PLANTER STRIP VITH PERIIANENT IRRIGATION HUST BE INSTALLED BETVEEN THE STREET-SIDE PROPERTY LINES AND PARKING AREAS OR STRUCTURES. IF STREET TREES DO NOT EnST, THEY KUST BE INSTALLED IN THIS PLANTER STRIP. No landscaped strip is required along Highbanks Road. (X) STREET LIGHTS KUST BE INSTALLED. No additional street lighting is required at this time. (X) TRASH RECEPTACLES AND OIITDOOR STORAGE AREAS KUST BE SCREENED. Outdoor storage needs to be screened by a sight obscuring (slatted chain link) fence. VHAT NEEDS TO BE DONE? 1. You need to submit a Final Site Plan drawn to scale which shows the additional items listed under STANDARDS TO BE MET. 2. Upon approval of the Final Site Plan, staff will prepare a Development Agreement which also have to be signed by the property owner. 3. Once the Development Agreement is signed, the Site Plan Review process will be complete.
