Dear Mr, Sullivan:
Realtive to the request of the attached letter, the Building Division of the City
of Springfield conducted a Housing Inspection of the dwelling located at 5279 High-
banks Road, Springfield, Oregon on July 10, 1981,
STRUCTURAL ,AND FIRE AND LIFE SAFETY
The following items do not meet the standards of the Uniform Housing Code (U,H.C,)
as adopted by the City of Springfield:
1) The bathroom flooring and floor supports have deteriorated and weakened due to
excessive moisture contact and improper maintenance of plumbing fixtures, U,H,C,
1001 (h)
2)' The bathroom exterior walls have deteriorated and fail to provide sufficient struc-
~ral support and effective weather protection for interior of structure. U.H,C.

3) A locking device for a required exit shall be provided only if such device is open-
able from the inside of the building without 'the use of a key, lJ, H, C, 801 and Ore-
gon Structural Speciality Code and Fire and Life Safety (S.S,C,) 3303 (c)
4) The perimeter foundation has been severely damaged by the growth of the adjacent
tree and by deterioration of wood supports that were either placed in direct con-
tact with the earth or placed in such a way that failed to provide sufficient pro-
tection from moisture contact, U,H,C. 1001 (c)
5) The bedroom' windows shall be openable for emergency exit or rescue. U,H.C, 801
6) The existing "shelf-pap,er" on the walls of the shower enclosure fail to provide a
sufficient moisture protective covering for the enclosure walls, U,H,C, 1001 (j)
7) The east bedroom wall and front entrance canopy support posts list to such an extent
that a plumb line passing through the center of gravity does not fall inside the
middle one-third of the base, U,H,C, 1001 (c) and the Unifrom Code for the Abate-
ment of Dangerous Buildings, Section 302
8)
Every dwelling shall be provided with heating facilities capable of maintaining a

room temperature of 70 F at a point 3 feet above the floor, in all habitable rooms.

9) The chimney fllle, whi~h has been noted since June of 1978, shall be completely

ELECTRICAL SAFETY
The electrical system has been improperly altered and maintained and constitutes
hazardous wiring as described in Section 1001 (~) of the Uniform Housing Code as
adopted by the City of Springfield. Although the existing electrical system may
have met the standards of the code that was" in effect at" the time .of its instal-
lation, alterations, and/or improper maintenance require corrections to be made
in accordance with both the Uniform Housing Code as adopted by the City of Spring-
field and the current Oregon State Electrical Specialty Code (E,S.C,), Oregon
Electrical Safety Law Section 22-110 Cb) states that electrical work performed on
property that is for rent, sale or lease, shall be done by an electrical contractor,
1) Due to the possible fire and shock hazard of improperly installed wiring and
deterioration of the original wire and equipment, a total rewiring of the resi-
dence shall be required at this time. U;H,C, 1001 (e) ,
SANITATION
The plumbing system is badly deteriorated and has been improperly maintained and
falls into the category of hazardous plumbing as described in Section 1001 (f)
of the Uniform Housing Code as adopted by the City of Springfield. Although the
existing plumbing may have met the standards of the code that was in existence at
the time. of its installation, alterations and/or improper maintenance require cor-
rections to be made in accordance with both the Uniform Housing Code as adopted
by the City of Springfield and the current Oregon State Plumbing Specialty Code
'(P.S,C,) ,
1) The complete plumbing drainage system is to be classified as hazardous plumbing
and needs repair or replacement for these reasons:
a)" All materials used in the water supply system shall be of a like material,

b) A full-way valve shall be installed at the water meter location, P,S,C, 1005
c) A pressure relief valve shall be installed on the water heater and provided
with a full size drain pan with not less than a 3/4 inch drain piped to an
exterior location and turned downward. P,S,C. 1007
d) No water, soil or waste pipe shall be installed outside of a building or in
an exterior wall unless adequate provision is made to protect such pipe from
freezing, P.S,C. 315 (f)

e) The water closet shall not be installed less than 15 inches from side walls.

necessary to post the building "SUBSTANDARD BUILDING -- DO NOT OCCUPY" in accordance
with Section 1001 (a) of the Uniform Housing Code,
The above violations must be corrected by 30 days from the date of this letter (August
13, 1981), The structure shall remain posted and not allowed to be occupied until all
violations are corrected and compliance to the Uniform Housing Code is accomplished.
All necessary permits for repair shall be obtained from this office and require inspec-
tions conducted,

If corrections are not completed within 30 days of this letter and,required inspections
conducted, the building is to be demolished and debris cleaned up with 45 days of the
date of this letter (August 28, 1981),
