MEMORANDUM CITY OF SPRINGFIELD January 11, 1989 TO: Joe Leahy, Office of the City Attorney FROM: Cynthia Pappas, Economic Development Specialist SUBJECT: Site,Plan Review for Property at 152 Main Street * There are several items that should be covered in your letter to Miles Kontich (5335 Donald Street, Eugene, OR 97405) regarding compliance with site review requirements at 152 Main Street. A pre-application meeting was held with Miles Kontich on June 9, 1988, A letter summarizing the items discussed at the pre-application meeting was mailed to Miles Kontich on June 10, 1988, Issues discussed at the pre'application meeting follow: 1, Assessor's Map #17,03,53'2 Tax Lot 4600 is zoned CC Community Commercial. The property is within the Downtown Refinement Plan, The Metropolitan Plan designation is Community Commercial, 2. If the existing structure is going to be used for any use other than auto glass'related, site plan review is required. 3. The following Development Code standards need to be considered: a. The development should comply with the Springfield Building Safety Codes. An occupancy inspection may be required depending on the use. The existing oil collection tank must be removed. This is regulated by the Department of Environmental Quality. b. Parking and circulation areas need to be paved and striped, and wheel stops should be installed. Because the property is in the Downtown Exception Area, no parking is required. However, if parking is to be provided, the parking lot must be constructed/improved to City standards. If the area behind the building is to be used for parking, it must be paved. c. Curb cuts which exceed the standards of the Development Code must be closed and replaced with standard curb and gutter, and sidewalk where necessary. d. A five-foot wide landscaped planter strip with permanent irrigation must be installed between the street'side property lines and parking areas or structures. If street trees do not exist, they shall be installed in the planter strip. JOE: BEWARE! This requirement may be changed to a four,foot landscaped planter strip if the City Council adopts the proposed amendments to the Code. e. A Type I Site Plan application is necessary. cp,159
