Leahy Office of City Attorney RE Whether the Springfield Plasma Center Located at 225 "B" Main Street, Springfield, Oregon, is a Use Permitted in the Community commercial Zoninq District? ANSWER: Yes. DISCUSSION: The Eugene Plasma Corporation has located a "Springfield Plasma Center" at 225. "B" Main Street in the downtown area of Springfield, which is zoned community commercial (see Article 18 of the Springfield Development Code). The Plasma Center is open to members of the public. The center extracts a unit of a person's blood, and through the use of a centrifuge will extract the plasma from the blood, and return the blood, sans plasma to the person. The person is paid a fee for participating in this process. The plasma is used and also provides immunizations. in the treatment of hemophiliacs and burns, the basis for some medication and some section include a matter) . 18.020 of the Springfield Development Code does not designation for a plasma center (or blood bank for that section 18.020 does provide in pertinent part as follows: "(3) Business and professional offices and personal services...includinq, but not limited to." * * * "(k) Clinics and laboratories." The plasma center as described above, appears to be essentially a business and professional office of the variety of a clinic or laboratory. As such, it is a permitted use..
