AN ORDINANCE ADOPTING THE REPORT OF THE CITY ENGINEER FOR IMPROVEMENTS ON
WALNUT ROAD, ASPEN TO POLTAVA STREET, AND VICINITY (1-958), AND DECLARING AN
EMERGENCY.
NOW THEREFORE THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section 1: The Springfield City Council on October 21, 1996, did
initiate construction of improvements on Walnut Road, Aspen to poltava
Street, and Vicinity (1-958), including paving, curbs and gutters, sidewalk,
storm drainage, street trees, and street lights.
At the direction of the Council, the City Engineer' filed his report with
the City Recorder on March 21, 1997 (Revised), and the report filed is hereby
adopted, with the following revisions made by the Council at the Council's
public hearing of April 7, 1997: l)the design is to contain 2 raised
crosswalks (at Poltava and Aspen)j 2)the sidewalk on the north side is to be
4 feet in width and on the south side 6 feet in widthj 3) the street width is
to be 28 feet with parking on the south sidej 4)the road is to be curved so
as not to intrude more than 15 feet into existing City-owned property on the
southj 5) the project is to be given careful oversightj and 6) it should be
constructed at a time to have minimum impact to the heron rookery.

Section 2: Upon receipt of the above Engineer's Report, the Finance
Director gave notice informing all interested property owners benefitted by
the proposed improvement to appear before the Council in the City Council
Chambers, City Hall, 225 Fifth Street, Springfield, Oregon, on April 7, 1997,
to present their views for or against such project. The public hearing was
held and people appeared for and against the project.
Section 3: The Finance Director is directed to advertise that bids will
be received for the construction of the above improvement project in
accordance with the City's general conditions and standard specifications and
that the project shall be awarded in the City Council Chambers of City Hall.
The Council reserves the right to reject any or all bids deemed
unsatisfactory.
Section 4: Such improvement is necessary for the immediate preservation
of the public health, safety, and welfare of the City of Springfield and
therefore an emergency exists and this ordinance shall be effective
immediately upon passage by the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, this
7th of ApriJ, n.9l, by a vote of 5 for and 0 against.
