ORDINANCE NO.
5860 (SPECIAL)
AN ORDINANCE AMENDING THE SPRINGFIELD DEVELOPMENT CODE, ARTICLE 2,
DEFINITIONS AND ARTICLE 32 PUBLIC AND PRIVATE IMPROVEMENTS BY AMENDING
SECTIONS 32.010 AND 32.020 AND DECLARING AN EMERGENCY.
THE CITY COUNCIL OF THE CITY OF SPRINGFIELD FINDS THAT:
1. The Springfield Development Code (SDC) was adopted by the Springfield City
Council on May 5, 1986, and the amendments thereto were subsequently, adopted by
Ordinance.
2. On May 20, 1997, the Springfield Planning Commission held a public hearing on
this SDC amendment request (Jo.No. 97-03-066). The Springfield Planning Commission
voted 6 to 0 to recommend approval of these amendments to the City Council.
3. Findings in support of the adoption of these amendments to the SDC are set forth
in the Staff Report and Recommendation to the Council (Jo.No. 97-03-066) incorporated
herein by reference.
Now, therefore, based on the above findings,

THE CITY OF SPRINGFIELD DOES ORDAIN, AS FOLLOWS:
Section 1: The purpose of the this Ordinance is to adopt the Conceptual Local Street
Concept Map and accompanying standards for its use by staff and the public and to amend the
standard for requirement of a Traffic Impact Study.
Section 2: Article 2, Definitions is hereby amended as described below:
2.020 MEANING OF SPECIFIC WORDS AND TERMS.
CONCEPTUAL LOCAL STREET MAP. A map maintained by the Public Works Director
depicting existing and future street alignments. The map is intended to guide developers,
property owners and City Staff concerning the location of future streets. The map will assist the
Director in reviewing and approving new street alignments proposed in partition or subdivision
proposals, and not specified in Transplan, such that such streets are consistent with Oregon
Administrative Rule Chapter 660-12 and the guidelines specified in this Code. '

32.020 STREETS-PUBLIC
Section 2: Section 32.010 is hereby amended as described below:
32.010 GENERAL.
(2) Specifications for the construction, reconstruction or repair of streets, alleys,
sidewalks, transit stops, and accessways in land divisions and/or
developments, curbs, gutters, street lights, street signs, construction of
drainage facilities, street trees and planter strips within the public
right-of-way and other public improvements within the City shall be in
accordance with this Code, the Springfield Code, 1965 and the current
Standard Construction Specifications on file with the City Engineer.
Specifications for private street improvements shall be approved by the
Public Works Director. Other private improvements shall be as specified in
this Code and/or approved by the Building Official. All applicable public and
private improvements shall also meet current Americans with Disabilities Act
standards including boarding pads located at transit stops.
Section 3: Section 32.020 is hereby amended as described below:
(1) General Provisions.
(a) The location, width and grade of streets shall be considered in
their relation to existing and planned streets, to topographical
conditions, and to the planned use of land to be served by the
streets. The street system shall assure efficient traffic circulation
that is convenient and safe. Grades, tangents, curves and
intersection angles shall be appropriate for the traffic to be carried,
considering the terrain. Street location and design shall consider
solar access to building sites, the need for utility locations, and the
preservation of natural and historic resources inventoried in the
Metro Plan. Street locations shall ordinarily be shown in the
TransPlan, refinement plans, GF approved conceptual
development plans or the Conceptual Local Street Map. The
arrangement of public streets shall provide for the continuation or
appropriate projection of existing streets in the surrounding area,
except where topographical or other conditions make continuance
or conformance to existing streets impractical.

The following street connection guidelines shall be used in
evaluating street alignment proposals not shown on an adopted
plan or that are different from the Conceptual Local Street Map:

a. Streets shall be designed to efficiently and safely
accommodate all modes of travel including emergency fire
and medical service vehicles.
b. The layout of streets should not create excessive travel
lengths, particularly for pedestrians and cyclists. Block
lengths should not exceed 600 feet where practicable.
c. Streets shall be interconnected to provide for the
efficient provision of public facilities and for more even
dispersal of traffic.
d. New streets shall be designed to accommodate
pedestrians and bicycles safely.
e. The street circulation pattern shall provide connections
to and from activity centers such as schools, commercial
areas, parks, employment centers, and other major
attractors.
f. Street design shall minimize impacts to waterways and
wetlands, street design shall follow slope contours where
ppssible. _',
g. The street design shall enhance the efficiency of the
regional collector and arterial street system by providing
relatively uniform volumes of traffic to provide for
optimum dispersal.
h. Streets identified as future transit routes shall be
designed to safely, efficiently and physically accommodate
transit vehicles.
i. Streets shall meet all design criteria in this Code, the
Standard Specifications on file with the City Engineer and
the Springfield Code, 1965.
j. Streets shall provide logical and efficient extensions of
the public street system to adjoining properties.
k. The alternative street alignment shall extend to adjacent
or partially developed contiguous land.

The Director, in consultation with the Public Works Director,
may modify the Conceptual Local Street Map when a

proposed alignment is consistent with the street connection
guidelines (32.020 (1 )(a)(1.) or when existing conditions
make application of the Conceptual Local Street Map
impractical or inconsistent with accepted transportation
planning principles.
(b) All lots and developments shall have approved access to a public street
unless a joint use/access agreement has been approved by the City
Attorney. This agreement shall provide that it cannot be revoked or
amended without the express consent of the City. All streets and alleys
shall be dedicated and improved in accordance with this Article.
Development Approval shall not be granted where a development will
create dangerous or hazardous traffic conditions.
(c) A developer shall be required to prepare a Traffic Impact Study, to show
how the design and installation of on-site and off-site improvements will
minimize identified traffic impacts, in any of the following instances:
1. When requesting a Variance from the transportation specifications of
this Code.

2. When a land use will generate 4-000- 250 or more vehicle trips per day
in accordance with the current version of the Institute of
Transportation Engineers Trip Generation Informational Report.
Descriptions of the requirements of a minor/major traffic study
are described in the Department of Public Works Standard
Operating Procedures.
a. If the number of vehicle trips per day generated is between
250-500 a minor traffic study will be required.
b. If the land use generates an excess of 500 or more vehicle
trips per day a major traffic study will be required.
3. When the installation of traffic signals may be warranted.
4. The Public Works Director may require a Traffic Impact Study
for a land use when the proposed development creates a
hazardous situation or degrades existing conditions to an
unacceptable level of service.
5. The Public Works Director will determine the nature and the
extent of the TIA requirements relating to the number of trips
associated with a specific development and potential traffic
hazards.

(d) The Director, in consultation with the Public Works Director, may modify
these specifications consistent with TransPlan and the intent of this Code
when existing conditions make their strict application impractical or
inconsistent with accepted site planning or transportation planning
principles.
(2) Streets shall be created through the approval of a subdivision plat or
partition, or by acceptance of a deed when approved by the City for general
traffic circulation in accordance with the Metro Plan and the TransPlan.
(3) Except where otherwise indicated in the TransPlan or on a separately
approved future street plan, or where necessary to achieve right of way and
street alignment, street right of way and roadway widths shall be as specified
in Table 32-1.
Section 3: If any section or provision of this ordinance is found to be invalid, improperly
adopted or adopted without supporting findings and evidence, such findings of invalidity shall not
invalidate or otherwise affect the remaining portions of this ordinance.
Section 4: It is hereby found and determined that this matter pertaining to the adoption of
the amendment to Article 2 and 32 of the Springfield Development Code is necessary for the
immediate preservation of the public health, safety and welfare, therefore this ordinance shall take
effect immediately upon passage by the Council and approval by the Mayor.
ADOPTED by the Common Council of the City of Springfield this 30th day of June, 1997,
by a vote of ~ for and ~ against.
