Pac West Engineering, LLC 1530 Ninth Avenue SE Albany, OR 97322 Subject: PRE2006-00055 Traffic Impact Study Scope - Embassy Suites Hotel Dear Mr. Plum: This letter is intended to clarify the city's position regarding the need for a Traffic Impact Study to support the subject hotel development proposal. Major improvements to the McKenzie-Gateway area transportation system are programmed for constructIOn over the next several years. Extensive traffic impacts analyses of that system were reviewed in conjunction with the regional hospital development proposed on the nearby RiverBend site. Those analyses have demonstrated that existing facilities, with programmed improvements, will provide sufficient capacity for this system to accommodate development of the hospItal site and other McKenzie- Gateway area land - including the subject hotel site - and meet adopted mobility standards beyond 2018. TransPlan's TSI Roadway Policy # 2: Motor Vehicle Level of Service allows local agencies to temporarily reduce adopted mobility standards (to below LOS D) for a facility under that agency's Jurisdiction. In anticipation of programmed transportation improvements in the McKenzie-Gateway area, the City Council has temporarily reduced the performance standard to below LOS D for the following intersections that would serve traffic generated by the anticipated hotel development: · Gateway Street @ International Way · Gateway Street @ Game Farm Road East · Gateway Street@ Kruse Way . Beltline Road @ Gateway Street · Beltline Road @ Hutton Street Based on the above facts, we have determined that no meaningful purpose would be served by preparing traffic impacts analyses on the above listed facilities for development proposals, such as the proposed hotel, that are consistent with eXIsting Metro Plan land-use designations.
