R.E. Trailer Permit Compliance Agreement for Hazel Toftdahl
. at 1566 Laura Street Springfield
Due to the immediate hardship situation of one of our
elderly residents concerning a compliance agreement she
signed on July 10, 1974, please include this problem on
the April 6 agenda as Council business.
As it states in the Trailer Permit Compliance Agree-
ment, the use or eccupancy may be resumed only by a special
. permit by the City Council. So that we won't be faced with
the same problem in the future, it is requested that the
trailer presently on the property be allowed to remain on
the lot through any future occupancy or ownership changes.
It would be agreeable that no substitution or replacement
of any mobile home be allowed on this lot in the future.
The following statements are related to the problem:
1. Mr. Toftdahl passed away in January of 1986.
2. Hazel Toftdahl was hospitalized on and off'during 1986.
3. Because of Oldtimers Disease and unable to live alone~
Hazel Toftdahl was placed in a Foster Care Home with State
aide due' to her low income' status..' .
4. With the help of Pastor Jack Ropp, Church of God, who
now has Power of Attorney, Hazel's property at 1566 Laura
Street, Springfield was listed for sale with Accredited
Brokers Real. Estate. After all pending bills are paid,
Hazel agreed to give the proceeds of the sale to the State.
The State than agreed to take care of Hazel's needs for
the rest of her life.
5. Mr. George Perry, an elderly retired person has agreed
to purchase the mobile home and lot for $20,000.00.
6. The Preliminary Title Report revealed the Trailer
Permit Compliance Agreement. At the time the property

was listed, Hazel did not remember the agreement existed.
After learning about the agreement in the Title Report,
Mr. Perry could not complete.the sales agreement.
7. The 1973 Villa West 14 x 66 mobile home has ,a mortgage
of approximately $8;000.00. This mortgage is equal to
or greater than the actual value of the mobile home, also
the mortgage is non-assumable. Hazel has been unable to
make the payments to the lender, Seattle First Mortgage
Coorporation. If she can't sell the mobile home with
the lot it will result in a forclosure and possibli
bankrupcy.
8. A sale can occur if the mobile home is sold with the
lot. It would be next to impossible to procur a sale of
the mobile home and lot. i"ndi vidually.
9. Without the sale the property taxes for the mob~le home
of $306.51 and lot taxes of $283.57 could not be paid.
10..The appearance of the mobile home in this neighborhood
is not a negative factor in my opinion. The home and lot
are in very good, repair as illustrated in the enclosed
photographs.
11. Prior to the Council meeting we hope to have a petition
signed by. the neighbors to determine if there is any
opposition.
