Proposed Use: U-Haul rental dealership, officc, night watchman residence Dear Mr. Aggers, At your request, the Community Services Division/Building Safety conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Structural · Exterior walls less than 20.feet from the property line shall meet one hour fire resistive construction standards. Openings on exterior walls shall not be permitted less than 5 feet from the property line and shall be protected if less than 10 feet. . Exit doors shall bc openable from the inside without the use of a key or any special knowledge or effort. An exception for your proposed use would allow key'focking hardware if there is a readily visible, durable sign on or adjacent to the door stating, "THIS DOOR MUST REMAIN UNLOCKED DURING BUSINESS HOURS." "". · Landings shall have a width not less than the width of the stairway or width of the door, whichever is greater. The length of the landing shall not be less than 44 inches measured in the direction of travel. · Handrails shall be placed not less than 34 inches or more than 38 inches above the nosing of treads and landings. At least one handrail shall extend in the direction of the stair run and not less than 12 inches beyond top riser and not less than 12 inches .. . Occupancy InspectIOn 1863 Laura Street June 27, 1996 Page 2 beyond the bottom riser. Ends shall be returned or shall terminate in newel posts or safety terminals. . The minimum stairway width shall not be less than 44 inches. The rise of steps shall not be less than four inches or greater than seven inches, the run shall not be less than II inches. Stairways serving an occupant load of 49 or less shall not be less than 36 inches in width. The greatest riser height within any flight of stairs shall not exceed the smallest riser height by more than 3/8 inch. . One 2 A-I 0 Ib fire extinguisher is required for every 3000 square feet of floor area. Fire extinguishers should be wall mounted four feet above the floor. Location of firc extinguisher shall be coordinated with the City Fire Marshal. . The garage or carport area is not approved for truck repair. Accessibility The State of Oregon requires that twenty five percent of the projects cost shall be designated to the removal of architectural barriers. In choosing which accessible elements to provide, priority shall be given to thosc elements that will provide the greatest access. Elements shall be provided in the following order. I. Parking 2. An accessible entrance ....... - '\', 3. An accessible route to the altered area 4. At least one accessible restroom for each sex or a single unisex restroom 5. Accessible telephones 6. Accessible drinking fountains 7. When possible, additional accessible elements such as storage and alarms. . Occupancy Inspection 1863 Laura Street June 27,1996 Page 3 . Plumbing All plumbing installations, additions or alterations to the cxisting plumbing system require plumbing permits and inspections. This ensures their compliance with State of Orcgon Plumbing Specialty Code requirements and that a properly operational plunlbing systcm is maintained. . To prevent the entrance of sewer gas into the structure, all unused plumbing connections shall be properly plugged or capped. Permits must be obtained for the above items which involve repair or modifications to the structural, electrical, plumbing or mechanical systems of the building and for any additions or revisions you wish to make to the building. Please submit plans to this office for the portions of the building you wish to rebuild, replace, modify or expand prior to commencing construction on the property. Your plans will be reviewed for conformance to the applicable requirements before the required permits arc issued. The above items are requirements for the existing structure only. Other items such as parking, paving, site improvements, sidewalks, etc., have not been addressed as part of this inspection, and may be required. Please contact the Planning Division of this office at 726-3759 regarding any necessary improvements to the site.
