I am forwarding the attached emall to you which should clarify the City's position on the change on thiS property
from Carver ElectriC to Safway Scaffolding When Safway Scaffolding was looking at moving to thiS Site, their
realtor checked With me about zoning and change of use I made the attached determination after checking With
my supervisor that It was not a change of use Therefore, Safway's move onto thiS property does not necessitate
any Planning review
Safway may use as much of the site as Carver ElectriC did, but may not expand onto undeveloped property
Without first receiving approval for a Site Plan Review At that time, we would also require that the eXisting site be
brought up to our code for paved parking, etc Also, please note In the last paragraph of my attached emall
regarding Drinking Water Protection concerns

Here IS the further information requested as a follow up to our VISit yesterday
Re: 3654 Kathryn A venue, Springfield, OR
Most recent and only use ofthe sIte and building IS by owner Carver Electnc and Supply.
This is a specIalty contractor who stored electrical supplies includmg electrical motors and contracted
out theIr services to both contractors and busmesses. The site was used for both indoor and outdoor
storage and office use. The site is completely (SIdes and back) fenced WIth privacy fencing.
The new potential tenant IS Safway Services, Inc.
This is also a specialty contractor who sub-contracts out theIr services. They will store theIr scaffoldmg,
shonng, and related products and contract out theIr services and supplies to contractors and businesses.
They WIll store theIr supplIes both indoors and outdoors. They WIll use the current office whIch IS
available.
Safway ServIces, Inc., at thIS tIme, has no plan for making any changes to the structure as It fits theIr
needs well. At this tIme they want to know If they can legally occupy the property, they do fit the
zonmg, and that no other oblIgations are reqUIred of them.
It is my understandmg from talking with you that the SpecIal Use Standards which are contained m the
zoning informatIon is not relevant to their SItuatIon or use. It is also my understanding that it was your
belief there was no Change of Use but that you wanted to further check with your supervisor regardmg
this. Please let us know what the results of that conversation are.

I Just spoke with Pat Wescott, the operations manager for ThyssenKrupp Safway on 3654 Kathryn. He was very
helpful and would like to do what needs to be done to bring the site up to code. They have only been at this site
for 3 months and did not know about our change of use reqUIrements. He would like to pave about 50,000 sf of
the lot, including thel! parking. I told him tlus would require a SIte Plan Review. He will be negotIating WIth his
landlord (Carver) about who will do what to make this happen.
I didn't know what to tell hrm about timing to get his application in. It takes time to prepare a SIte Plan Review
because of the engineering mvolved. So I'm not sure what kind of deadline to gIve him. Anyone have any ideas?
In the meantime, he said that they will not use the vacant lot at all until it gets paved.

Cindie says the only thing our enforcement letter addressed was the use of the newly graveled property which IS actually on a
separate tax lot from the bUilding (That IS what the complaint we received concerned) If they do not use that area for
parking we can sign off our case The site plan review process Will address our other concerns I e storage above the fence,
paving of the parking In front of the bUilding, provIsion for employee parking etc I suggest you ask him for a date certain for
submittal of the site plan after he has talked With engineers, etc He should know Within a week to ten days what hiS tlmellnes

As I explaIned to you, our offIce represents Carver FamIly LLC, the owner of the property In
questIon, who leases a portIOn of It to Safway. Our clIent has dIscussed thIS matter wIth ItS
tenant, and Safway has agreed that m the future, It WIll not park any of ItS vehIcles on the "grass
area" unless and untIl It IS Improved WIth an asphalt surface. I understand that you WIll notIfy
the CIty'S code enforcement sectIOn of thIS, WhICh WIll allow the CIty'S "enforcement fIle" to be
closed.
I also wanted to let you know that our chent IS now workIng WIth Branch Engmeenng In
connectIon WIth prepanng a sIte plan for the property that wIll proVIde for, among other thmgs,
sealed parkIng areas, stormwater dram age, and on-SIte stormwater pretreatment and detentIOn
