electrical contractor for signature by his electrical

Whenever possible. the initial application will be used as
a worksheet only. Where possible, Building Division Staff
will prepare a type written copy and return it to the
applicant at the time the actual permit is issued for his
signature.
IV. Fees and Charges
Plan check fees are due and payable at the time of the
application, and no plans will be processed until these
fees are paid. All other fees and charges are due and
payable when the permit is issued.

REVOCATION
Development Coordination approval or approval with conditions shall be auto-
matically revoked if any development and/or construction is not commenced
within 2 years from the date of approval.
Conditions of Development Coordination Boara Approval:
1. Sanitary Sewer - An 8" private sanitary sewer will be constructed near the southerly
property boundary leading to an existing box manhole in the City main at Laura Street.

2, Storm Sewer - All surface drainage runoff is graded to the existing storm drainage
ditch which bisects the park.
3. Water Service - The present water meter is adequate to accomodate the proposed addition
of 10 mobile home spaces, however, to satisfy State and Federal regulations for protection
of the public system from possible sources of contamination, a double check valve back-
flow prevention device shall be installed in the main water supply serving the park.
Coordinate specific water service requirements and charges with Rainbow Water District.

4, Electric Service - The existing primary power service for the Park is via an
existing pole near the southeast corner of space.#l, and proceeds underground
along the southerly portion of space #2 and 3 and then north along the west-
erly portion of space #3 and across the private road, Please coordinate any
changes you may intend in the existing service, as well as all new service
requirements for the 10 proposed mobile home spaces, with Virgil Langley,
Electrical Engineering Technician for Springfield Utility Board,
The Utility Board has requested a 7 foot wide easement along the Laura Street
frontage and also along the northerly side of spaces 1 through 10,
5. Street Liqhtinq"- The street lighting along the Laura Street frontage of the
park does not conform to current City standards, Either replace the existing
mercury vapor light on the east side of Laura Street across from your southerly
boundary, with a City standard 135 watt low" pressure sodium fixture or install
the-new fixture on the existing power pole a1ong,the frontage of space #1,
Coordinate this requirement with the City Traffic Division and Springfield
Util ity Board.
6. Street Ri9ht-Of-Wav - In conformance with other right-of-way dedications bo~n
north and south of the Park, a dedication" of additional right-of-way to 40 feet
from the centerline of Laura Street is required to allow for future street.

7, Imorovement Aqreement - Since Laura Street along the frontage of the park is
not fully improved, an Improvement'Agreement relative to future Laura Street
improvements is required,
8, Landscaoinq - The park shall be screened along the southerly boundary of the
proposed spaces 1 through 10 with a fence, wall or landscaping in compliance
with Section 8.08Q of the Springfield Zoning Code, attached,
g, Siqn - If you intend to change the existing park identity sign, please coordinate
City Sign Code requirements with Sally Johnson of the City Building Division,
10. Construction Orawinqs - Plans and specifications for construction permit ap-
plication shall be prepared in conformance with Section 8,08 of the Springfield
Zoning Code, attached. All required permits shall be obtained prior to starting
construction. Coordinate these requirements \~ith the City Building Division.

IN ADDITION, it is the intention of the parties hereto that the covenants herein

The schedule 40 pipe has the same dimmensions as Schedule 40 steel plpC;
3nd tilat seems to be the only reason for designating it as Sclledule 40, sillce
the working pressure of 2-inch steel Schedule 40 pipe is 750 psi; not 280 psi.
TIle only logical explanation of why tile pll,mbing code requires Schedule
40 pipirlg insj,de bllildings is that it nlay be subjected to other abuses tl1811
watl~r pressure; ie, weight of fixtures suspended on the piping; hot w.1ter
backing up; etc.

use Class 160 pipe in the public rights-of-way. for the same application.
Perhaps not so strange, since most plumbing officials are not technically
oriented.
For the application of using Class 200 PVC pipe in the Monta Lorna
Mobile Home Park; this conforms to the Oregon Plumbing Code, and the pipe
has a strength safety factor of nearly 10, From an engineering standpoint;
that is double the most conservative design.

Dear Loren:
This letter is to reiterate our telephone conversation on Friday
October 21, 1983; addressing the external loading on the 2" class 200 PVC
pipe installed in the Monta Loma Mobile Home Park,
The pipe was laid in a 3-4 inch wide trench at a depth of 24-30
inches;,whereas the State Plumbing Code permits Schedule 40 pipe to be
laid at a minimum depth of l8-inches,
It is my professional opinion that the 'additional depth in, the
narrow trench will provide the equivalent protection from surface loading
as the Schedule 40 pipe would sustain from the'18-inch trench depth,
I base my opinion on approximately 20 years of experience of using
2-inch PVC Class 160 in similar circums'tances, and have witnessed concrete
trucks backing over trenches wherethe'water main had recently been
ins taIled,
Normally, trench external loading is ,not a concern for pipelines
less than 4-inches in diameter~ As an example, ~ohns-Mansville has pub-
lished an Installation Guide Manual for,PVC pipe, 1 1/2" - 12" diameter and
the published deflection charts start at 4-inches; A 4-inch Class 100 pipe
will, sustain an H-20 load in poor soil conditions (70% Standard Procter
Density) with a3% deflection at 36-inches depth, The H-20 load is the
maximum truck axle load used for highway design. '
I would strongly recommend, however; that the mobile home park owner
should protect his pipeline during the wet months by planking over the
trench whenever ~ mobile home is backed into place in the park. After the
first winter, this requirement should not be necessary.
I would also recommend that no mobile,home foundations be permitted to
be constructed over the Class 200 pipeline,

SUBJECT: Monta Loma Park Addition
Dear Mr. Wuorinen,
The following comments are presented after reviewing your proposed 10 lot
addition to the Monta Loma Park Addition.
--
.1. The Development lies within the Springfield city limits and we are,
,therefore, bound by contract to conform to the policies, rates and standards
of the Springfield Utility Board,
2. The present water meter is of sufficient size to accomodate the domestic
needs of 10 more lots, 'Provided the Springfield Fire Department does not
require a large increase in available fire flow, no change in the meter should
be necessary.
3. The 10 additional lots will put more demand on our source and transmission
facilities and will require payment of a connection fee of $450 per lot. This
fee, known as the connection fee, is required of all new mobile home park con-
struction and is due before water service is required. Phasing of this charge
on a lot by lot basis is possible subject to approval of the Rainbow 'Water
District Board of Commissioners and execution of a development agreement.
4, Since the system contains several private fire hydrants there exists
a potential risk of contamination of the water supply. Contaminated water
can actually be drawn back into the rest of the water system under certain
conditions such as a large fire fighting demand or a water main break" It
is all too common to find private hydrants being used for tank filling and
sewer cleaning. Incidents have occurred where a filling hose left submerged
allowed the' material in the tank to be siphoned back into the water supply,
As the water purveyor it is our responsibility to protect the public from such
contamination' of its water supply. We are, therefore, requiring installation
of a double check valve backflow prevention device. This device must be a
model approved by the Oregon State Health Division (OSHD) and must be tested
upon installation and annually thereafter by a certified tester. This will

ensure continuation of a safe water supply for the public and will reduce the
risk of contamination of the water within the' Mona Loma Park as well,
Please note that installation of the ,double check valve device is required
regardless of' whether or not the 10 additional lots are constructed. Please
advise Mr. Ted Roos of our organization by June 3, 1983 of your plans to install
this device, Mr, Roos is also available to answer technical questions on the
installation and testing of this devise, Your expeditious action in this
matter will preclude the Rainbow Water District from further action of its
own to protect the public wate'r supply,
