ISSUE STATEMENT: In January 2007, the Council considered several value engineering options which might be incorporated in the Justice Center design and which would allow for construction to proceed within the approved construction cost. One of the options included using vinyl clad chain link fencing in lieu of decorative metal fencing around the secure parking area. The Community Advisory Committee has developed a proposal which would now allow the vinyl-clad chain link fencing to be replaced with decorative metal fencing as indicated in the original design development plans. . ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: Il\ January 2007, the City Council considered several value engineering options for the Justice Center facility. The Community Advisory Committee (CAC) had reviewed the various options and had recommended that the Council incorporate these items into the project in order to reduce the construction cost of the facility and allow the construction to proceed within the approved budget of $24,066,000. While the CAC recommended approval of these items, they also identified a list of priority items which they recommended be added back to the project should funds become available. The decorative metal fencing was recommended as the fITst item to be considered for an "add back". Based on the recommendation of the CAC, the Council approved the list of value engineering items and the list of priority items to be added back to the project. John Hyland Constr. Inc. is the CM/GC for the Justice Center project. They are working with the architect and the City staff to identify all possible ways to complete the project on time and within budget and they are aware of the Council's priority list of "add back" items. With this in mind, they indicated to project staff that the automated inmate clothing storage system has a cost of $30,258. In lieu of the automated system, the clothing could be stored in bins on fixed shelving units which are already provided in the property storage room. At the same time, the cost to upgrade the fencing from vinyl clad to decorative metal will cost approximately $30,296. Therefore by deleting the automated storage, the preferred fencing could be added back to the project. On April 2, 2008, the project staff met with the CAC and presented this information. Based on this information, the CAC voted unanimously to recommend that the Council delete the automated storage system and use the available funds to upgrade the fencing at the secure parking area.
