HomeMy WebLinkAboutItem 05 Fire and Life Safety Competency Recognition Certificate, Gilbert Gordon April 21, 2008 Springfield Upbeat Fire and Life Safety Competency Recognition Certificate, Fire Marshal Level w/Fire Plans Examiner Endorsement - Gilbert Gordon In 2003 the Governors Fire Service Policy Council investigated complaints brought forward by the building industries related to inconsistent application of the fire code and found out that the complaints had validity at a statewide level. The Oregon Office of State Fire Marshal (OSFM), along with the Oregon Fire Marshals Association (OFMA- the fire service is loaded with acronyms), in response to these findings, established the Fire and Life Safety Competency Recognition program to provide training and promote consistent fire code application. The program has four levels of competency recognition based on the levels of training: . Levell-Company Inspector (for engine company inspections of businesses and small mercantile occupancies) . Level2-Fire and Life Safety Specialist I (entry level inspector checking structures to ensure code compliance or dealing with common complaints) . Level3-Fire and Life Safety Specialist II (a more experienced inspector conducting complex complaint based inspections, applying corrective action to complex code violations, or applying codes to complex processes and associated equipment, etc.) · Level 4 Fire Marshal. The website states that this level performs Level 3 duties plus other duties such as evaluating alternative methods of protection and compliance, evaluating emergency planning and procedures and has a strong knowledge of installation and testing of fire protection systems among other things. In addition, there is an International Code Council (ICC) Fire Plans Examiner endorsement to go along with this certificate. Since Gilbert does fire and life safety plans review for the F &LS department and also assists the building department, one of the requirements is to be certified for doing that kind of work. Among the many certificates or accreditations Gilbert has accumulated, one of those is the ICC Fire Plans Examiner certificate. The competency recognition program adds the Fire Plans Examiner endorsement in recognition of receiving the ICC certification.
