Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule
for the Pre-Submittal Application fee. The submittal package must conform to the
application completeness checklist attached to this form. You are required to submit Nine
(9) copies of the submittal requirements packet for pre-submittal review. Pre-submittal
meetings will be conducted every Tuesday and Friday between 10:00 am and noon. We
will strive to conduct the Pre-Submittal meeting within five to seven working days of
receiving the application.
2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team to attend the Pre-Submittal
meeting. The meeting will be held with representatives from Public Works Engineering
and Transportation, Community Services (Building), Fire Marshall's office, and the
Planning Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will
provide you with a Pre-Submittal Checklist at the end of the meeting specifying the items
required to make the application complete-if it isn't already complete. You will then have
180 days to make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit
18 copies of the complete application to the City. A fee will be collected at that time and
the 120 day calendar review period will begin. When the Planner has prepared a draft
land use decision, the draft will be mailed/faxed to the applicant/owner/design team for
their review. At the applicant's request, the planner will schedule a meeting to review the
draft with appropriate staff if certain issues need resolution before the final land use
decision is issued.

This application will be used for both the required Pre-Submittal Meeting and subsequent
complete application submittal. Owner's signatures are required at both stages in the
application process. An application without the Owner's signature will not be
accepted.

of our knowledge all of the necessary submittal requirements for the pre-submittal review

Regarding Drinking Water Application
Our future place of business on 42nd Street in Springfield will have no harmful
chemicals on site, All of the detaIls done to the vehicles are done off site by a vendor
we already use. Any mechanical work is also done off site by valious vendors we use.
The only use for water we will have is to water the landscape and rinse of the vehicle
with plan water.

GENERAL INFORMATION:
This stud; is prepared for the East & West Coast Auto site at the SE comer of the Smith
Way/42n Street intersection.
The storm sewer system for the site will be designed in conformance with EDSPM
Chapter 3 and 4. In addition, the City of Portland Stormwater Manae,.:.ment Manual will
be used to design for water quality.
The site is 0.62 acres in size. There will be 0.50 acres of impervious area. The storm
sewer system for the site is designed to shed runoff from all impervious areas to
vegetated swales located around the perimeter of the site. The impervious areas will be
separated into two flow areas discharging into two different public storm sewer systems
at the locations shown on the plans.
Because the site discharges more than 0.5 cfs based on the rational method, a complete
drainage study is required. The site meets the requirements for a Small Site Study. The
actual runoff for a 2-year storm event is [0.50 ac. x 0.95(runoff coef) x 1.45 in./hr.(Tc=10
min.] = 0.69 cfs.
Analysis of the downstream system is not required as indicated on the Storm water
, Management System Scope of Work completed by Matt Stouder. I have included a copy
for reference.
HISTORIC SITE RUNOFF:
Historically and currently the stormwater runoff from the south Y:z of the site drains to the
area drain along 42nd Street at the west end of tax lot 400. The north Y:z of the site drains
over the sidewalk on Smith Way and into the curb inlet along the south side of Smith
Way.
PROPOSED SITE RUNOFF:
Based on the Historic site runoff conditions previously discussed, the proposal for
disposal of stVJ..LLlwater from this subdivision is as follows:
Area "A" includes C:l.l'}JJ.oximately 10,988 square feet of impervious area and 1,000 square
feet of roof area Area "B" includes ".t'.t'.L....iJrnately 8,125 square feet of impervious area
and 1,176 square feet of roof area
Stormwater runoff from Area "A" and Area "B" sheet flows to vegetated swales along
the perimeter of the site. The swales are sized according to the City of Portland
Stormwater Management Manual using the "Simplified Approach" method.
There are proposed 2,125 square feet of vegetated swales and 560 square feet of grassy
swale. The City of Portland S'i.uu.uwater Manac\:'lllent Manual requires the following
square footage of vegetated swale. 0.50 acres of impervious area including roof areas.
0.50 x 43,560 (0.09) = 1,960 square feet of vegetated swale requirement.

min.] = 0.49 cfs.
Pipe size required to pass 25-year storm at 0.4% slope (n=O.013) = 8"
The swales are sized for the water quality storm event per the City of Portland
Stormwater Management Manual using the "Simplified Approach" method. The swales
are more than adequate to convey a 25-year storm event based on the calculations above.

Andy,
Debbie Foster of East and West Coast Auto faxed me a letter certifying that the facility will have less
than 20 gallons of hazardous materials. The letter states that the only chemicals on site will be cleaning
products for the office and bathroom. Apparently they do not do any car detailing or repair work.
Since the site will have vehicles on display in the parking lot, there still may be some drinking water
protection concerns on the outside portion of the site.

Additional comments not related to the completeness of the application:
· The proposed 7-foot wide Public Utility Easement may need to be expanded at the
northwest corner of the site to accommodate the existing water line, power line and
power pole support wire that cross this area.
· The "porkchop" traffic island at the entrance on 42nd Street does not appear to be
configured so as to discourage left turns (inbound or outbound).
· No illuminated signage is to be placed on north elevation of sales office.
· Improve the pedestrian connection across entrance driveway on 42nd Street (ramps
are directed toward porkchop traffic island). A split island may be required.
· Additional information may be required by SUB Water Quality Protection in support
of the Drinking Water Protection waiver request.
· An encroachment permit or similar approval from the Public Works Department will
be required for the proposed storm sewer connection extending south of the
property frontage on 42nd Stre~t.

105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
