ORDINANCE NO. 5515
AN ORDINANCE CONCERNING THE EMERGENCY MEDICAL SERVICES BOARD AND
AMENDING SECTION 8-18-4 OF THE SPRINGFIELD CODE, AND DECLARING AN
EMERGENCY.
The City of Springfield does ordain as follows:
Section 1: Section 8-18-4 of the Springfield Code 1965 is
amended to read as follows:
"8-18-4 Ambulance - Emerqencv Medical Services
Board: Created. There is hereby created an
emergency medical services 'board for the cities
of Springfield and Eugene which shall be
comprised of five (5) members, including one
representative from each of the following:
(a) One at-large lay member of the public,
(b) One representative from the Lane County
Fire Defense Board, and,
(c) One physician from each of the following
health care institutions: Sacred Heart
General Hospital, McKenzie-Willamette
Hospital, and a free-standing
twenty-four hour emergency receiving
department that adheres to the
standards set forth for hospitals by
the Joint Commission for the
Accreditation of Hospitals.
Members shall be jointly nominated by the
respective City Mayors and jointly appointed by
the respective City Councils to serve a two year
term. In addition, each ambulance operator's
physician advisor shall hold an ex-officio
position for as long as he or she continues to
act as physician advisor to the ambulance
operator. All members shall serve without
compensation. The Council Operating Procedures,
Section VII--Council Boards, Commissions,
Committees and Task Forces shall apply to the
Emergency Medical Services Board, with the
exception of sections 3.7, 3.9and'3.10."
,Section 2: It is hereby found and declared that matters
pertaining to the Emergency Medical Services Board are matters
affecting the public health, safety and welfare of the City of
Springfield and that, this ordinance shall, therefore, take effect
immediately upon its passage by the council and approval by the
Mayor.
