ITEM TITLE: REQUEST FOR PERMITTED SPRINGFIELD UTILITY BOARD (SUB) WORK
OUTSIDE HOURS OF 7 AM AND 6 PM ASSOCIATED WITH REPAIR OF A
RUPTURED WATERLINE NEAR 3315 GATEWAY STREET.
ACTION
REQUESTED:
By motion: Allow Permitted Utility Construction Activities Outside of the Hours
of 7am and 6pm for Springfield Utility Board (SUB) to complete emergency repair
work associated with a ruptured water line near 3315 Gateway Street.
ISSUE
STATEMENT:
Section 5.220(c) of the Springfield Municipal Code restricts the hours that
construction activities may be performed due to noise levels between 7 am and 6
pm. Final repair work associated with the ruptured pipeline will need to be
conducted in the safest manner possible for both the traveling public and
construction crews.

DISCUSSION/
FINANCIAL
IMPACT:
SUB has completed the repair of the ruptured pipeline as well as temporary surface
repair work. The street surface has been temporarily repaired to allow for normal
traffic and operation. Final surface repair work will be more extensive, resulting in
greater traffic impacts and most likely closure of the nearby EmX station if the
work is not completed outside of normal allowable work hours. Completion of any
further repairs and final restoration work will be conducted over two to three nights
in late spring or early summer.
Staff recommends approval of the motion to allow night work to complete any final
repairs and permanent surface restoration.
