ITEM TITLE: REQUEST FOR PERMITTED UTILITY COMPANIES TO WORK OUTSIDE
HOURS OF 7 AM AND 6 PM ASSOCIATED WITH THE FRANKLIN BLVD
PROJECT – P21066.

REQUESTED:
By motion: Allow Permitted Utility Construction Activities Outside of the Hours of 7am
and 6pm for Utility Work Associated with the Franklin Blvd. Project P21066.
ISSUE
STATEMENT:
Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction
activities may be performed due to noise levels between 7 am and 6 pm. The
completion of the utility work is time sensitive and must be done in order for the
construction of Franklin Blvd. to stay on schedule.

DISCUSSION/
FINANCIAL
IMPACT:
Currently the Springfield Utility Board (SUB) Water department intended to perform
all waterline relocations on McVay Highway (Hwy) while keeping both lanes of traffic
open (one in each direction). Flagging McVay Hwy down to one lane of traffic has not
been permitted due to high traffic volumes experienced throughout the day. During a
recent site visit, SUB Water determined that keeping two lanes of traffic open at all
times is not feasible and that night work would be the more reasonable option to
complete their work on McVay Hwy. Below are reasons of why night work is the
preferred option:
1. SUB cannot safely allow for two lanes of traffic (one in each direction), past
the work areas at all times. This would result in flagging McVay Hwy with one
lane of traffic which would cause significant traffic delays.
2. The start of SUB’s work begins at the U-Haul driveway which encounters
significant traffic, most being larger vehicles during the day. Traffic will not be
able to use this driveway when they are working in this area.
3. A portion of the work crosses McVay Hwy with a 12” waterline just north of
the Turn Key Property. The most beneficial way for SUB and to minimize
traffic delays is to complete this work at night to limit any interruptions.
4. Northwest Natural Gas is also performing work on Franklin Blvd. which
affects traffic travelling south on McVay Hwy. Working at night would limit
the amount of traffic delays for the public, especially during peak hours.
Staff would like to request night work for permitted utility companies beginning March
21st and continue intermittently through the Spring.
