R.E. Trailer Permit Compliance Agreement for Hazel Toftdahl
at 1566 Laura Street Springfield
Due to the immediate hardship situation of one of our
elderly residents concerning a compliance agreement she
signed on July 10, 1974, please include this problem on
the April 6 agenda as Council business.
As it states in the Trailer Permit Compliance Agree-
ment, the use or eccupancy may be resumed only by a special
permit by the City Council. So that we won't be faced with
the same problem in the future, it is requested that the I
trailer presently on the prope~ty be allowed to remain on
the lot through any future occupancy or ownership changes.
It would be agreeable that no substitution or replacement
of any mobile home be allowed on this lot in the future.
The following statements are related to the problem:
1. Mr. Toftdahl passed away in January of 1986.
2. Hazel ,Toftdahl was hospitalized on and off during 1986.
3. Because of Oldtimers Disease and unable to live alone~
Hazel Toftdahl was placed in a Foster Care Home with State
aide due to her low income status. .
4. With the help of Pastor Jack Ropp, Church of God, who
now has Power of Attorney, Hazel's property at 1566 Laura
Street, Springfield was listed for sale with Accredited
Brokers Real Estate. After all" pending bills are paid,
Hazel agreed to give the proceeds of the sale to the State.
The State than agreed to take care of Hazel's needs for
the rest of her life.
5. Mr. George Perry, an elderly retired person has agreed
to purchase the mobile home and lot for $20,000.00.
6. The Preliminary Title Report revealed the Trailer
Permit Compliance Agreement.' At the time the property

Trailer Permit Compliance Agreement. Ro11ie Korinek, 2114 "L"
reviewed his letter of March 31, 1987, regarding the agreement
Hazel Toftdah1 at 1566 Laura Street. Mr. Korinek requested thl
able to sell the ~obi1e home and lot to the prospective buyer.
Korinek presented a petition signed by nearby residents reques'
mobile home be allowed to remain on the lot through future OCCI
owner changes. (See Correspondence and Petitions). Jack Ropp
of the Church of God provided more personal background on Mrs.

with a second by Councilor Morrisette to direct the staff to ce
the use specified in the contract for as long as the unit was I
'under the housing code. Following discussion it was consensus
intent would be to allow the use under proper guidelines, to be
suggested by ,the staff. Following Council discussion the moti(
restated by Councilor Beyer, with a second by Councilor Morrisl
direct staff to prepare appropriate amendments and language to
agreement currently with the applicant that would carry out thl
Council IS intent to allow Mrs. Toftdahl to sell the property ar
continue the use of the existing unit. The motion passed unan'
Mayor Gorman indicated that action would be formalized at the I
meeting. _-:0
Chris Matson, 225 IIF" Street, urged the Council 'not to resubmi"
PIIP plan to the voters. Mr. Matson read from a prepared statl
outlining his concerns for the existing plan. . Councilor Larsol
lenged Mr. Matson to a series of debates and requested that Mr
indicate in those debates the faulty areas of the plan. Counc'
larson indicated she would be in touch with Mr. Matson to make
arrangements for the debate.
It was moved by Councilor Larson, with a second by Councilor MI
to continue the meeting past 9:30 p.m. The motion passed unan
Rainbow Water District. Tim Hanley, Superintendent of the Rail
Water District gave a slide presentation and discussed the are(
service and benefits Rainbow Water District provides to the Ci'
Springfield and outlying areas.
