MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JULY 26, 1999 The Springfield City Council met in Work Session at Camp Putt Adventures, Camp Putt Meeting Room, in Glenwood, Oregon, on Monday, July 26, 1999 at 5: 15 p.m. with Mayor Maine presiding. Present were Mayor Maine and Councilors Fitch, Hatfield, Leiken, Lundberg and Simmons. Councilor Ballewwas absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Attorney Meg Kieran, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, Planning Manager Greg Mott, Planner I Stephen Collins, and members of staff. Guest: Chris Pryor, Willamalane Park and Recreation District. 1. Overview of Journal Number 99-05-0126, Appeal of Director's Decision, Robert and Sharon McClure, Appellants. Planning Manager Greg Mott reviewed the land use application, decision of the Planning Commission, and the appeal process. Mr. Mott said the property was slightly over a half acre and currently had one home on it. The application sought to partition the property into three parcels, which would all take access off of 8th Street, two of which would have panhandle driveways. The proposed partition and development would add two homes, plus allow the continued use of the existing home. Mr. Mott explained on July 19, 1999, at the regular meeting of the City Council, Ms. Sharon McClure requested the City Council review the decision of the Planning Commission made on the Tentative Partition Approval (10. No. 99-02-033). The Springfield Development Code (SDC) states: "The Planning Commission's decision shall be final, except that a Type III appeal decision may be reviewed as an appeal by the City Council on their own motion." Planner I Stephen Colins who processed the application was present, as was Public Work Department/Traffic Division staff, and City Attorney Joe Leahy. Mr. Mott said that Ms. McClure did not agree with the decision of the Planning Director and appealed several of the conditions of approval on July 7, 1999 to the Planning Commission. Mr. Mott said the conditions and criteria were reached by staff after review of the application and its applicability to SDC - Article 34. He said absent new facts or evidence that would negate the findings of the Planning Commission, or a determination of council that a policy interpretation was made, staff does not recommend an additional appeal hearing on this application occur. It is the decision of the City Council to decide whether or not they review the decision made by the Planning Commission regarding the McClure application. If not, then the applicants have an option to appeal to the Land Use Board of Appeals (LUBA). Mr. Mott responded to specific conditions such as right-of-way, construction specifications, and traffic concerns. He explained the problems associated with panhandle driveways and the extension ofM Street with dedicated driveways. There was a detailed discussion regarding the proposed driveway, its dedication, and the improvement ofthe sidewalk. Mr. Mott explained traffic movements from 8th Street onto M Street and vice-versa. -. Springfield City Council Work Session - 7/26/99 Page 3 . Mr. Pryor provided information via an overhead regarding the focus groups and two town hall meetings, including: Rankings of UnAided Community Issue Areas; Rankings of Aided Community Issue Areas; and Ranking of Comnuli1ity Value Statements. Mr. Pryor explained each overhead and answered questions from the CitY Council. Mr. Pryor said there is still much data to be extracted from the focus groups and town hall meetings. It will be reviewed and analyzed in the near future. Councilor Leiken asked about the original Springfield Tomorrow Process which began in 1992. He said the country was in the midst of a presidential debate and wondered what influence it had on the respondents. Council discussed the original process and outcome. Council had a discussion regarding community accountability. Mr. Pryor said most citizens were asking for education and communication in the update process. Councilor Lundberg asked if the telephone survey would be conducted with registered voters. Mr. Pryor replied that it had not been decided yet. He did respond that registered voters were used for the focus groups. Mr. Pryor said he would provide council with further information as it became available. ADJOURNMENT .
