MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JUNE 7, 1999 The city of Springfield council met in work session in the Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, June 7, 1999, at 6:00 p.m., with Mayor Maine presiding. ATTENDANCE Present were Mayor Maine, Councilors Ballew, Fitch, Hatfield, Leiken, Lundberg and Simmons. Also present were City Manager Michael Kelly, City Attorney Joe Leahy, Senior Management Analyst Rosie Pryor, City Recorder Julie Wilson and members of the staff. 1. Proposed Amendments to the Residential Land Use and Housing Element of the Metro Plan and Related Changes. City Planner Robin Johnson presented the staff report on this issue. The council is requested to conduct a work session discussion on the proposed changes to the residential element of the Metro Plan and discussion of the public testimony and Planning Commission recommendations regarding the Residential Lands Study inventory and policy documents. . The work session is follow-up to the joint elected officials public hearing held on April 14, 1999. The elected officials of the three jurisdictions must adopt identical amendments to the Metro Plan to complete this Periodic Review work task. This work session, and subsequent work sessions, if necessary, is intended to provide the council an opportunity to examine and consider the relative success of issue resolution presented in the work to date. The Residential Lands Study and proposed amendments to the residential element of the Metro,Plan constitute the final product of this particular component of the area's periodic review work program. The final step in this process is adoption of the Metro Plan amendments. The joint elected officials held independent work sessions on these documents iy February and March of this year and then conducted ajoint public hearing on April 14, 1999. The written record of that hearing was held open until April 26, 1999. The testimony from the hearing and record extension is found in the staff report. On May 24, 1999, the Eugene City Council considered this testimony and as a result, made several wording changes to the Planning Commission recommendations. The Board of Commissioners will discuss this at a work session in mid-June. The council should review the changes made by the Eugene Council and, in the event there are issues of concern not to address elsewhere in the recommendations, propose language addressing those concerns. Ms. Johnson reviewed the significant changes recommended to the Planning Commission recommendations. This information was also provided in the form of a handout. . Councilor Hatfield further discussed this issue and the significant changes. Ms. Johnson referenced and discussed policy language contained in the Summary of Request and Recommendations document that was provided as a handout. Planning Manager Greg Mott also provided additional information regarding this issue. Work Session Minutes June 7, 1999 Page 2 . Mr. Mott further discussed state land use law, the work program and relationship between sites that are currently constrained. He said staff would be undertaking action in response to what is adopted in Residential Lands policy and Trans Plan. He also discussed wetlands and flood plain issues and regulations. He said there would be some relationship between current practice and development and what may be required to be done. Councilor Ballew discussed adopting the proposed amendment in the preamble and asked if it provided adequate flexibility to deal with unanticipated things that may come up. Mr. Mott replied yes. Mr. Mott said positive action has been taken by the state and said he expected good results from LCDC rule changes. Mr. Mott discussed a rule change and credit for a certain land use inventory. He discussed different strategies and credit resulting from different alternatives. Councilor Hatfield said in looking at this he would sponsor a preamble change on the second page of the handout. Council provided consensus to do so. . Mr. Mott discussed definitions listed in the glossary of the plan and discussed the need for the Code and plan terminology to be consistent. The group discussed the definition of multi- family in detail. Density was also discussed. Ms. Johnson discussed the definition noted by the Homebuilders Association, contained in the staff report, Attachment B23. It stated the Homebuilders Association thought the existing language was limiting as it related to multi- family. Ms. Johnson discussed the proposed (revised) language suggested by staff, with language stating that it "can include but is not limited to." The group discussed the example of a detached cottage. The group agreed that the revision would be good. Ms. Johnson read the multi-family language with the proposed revisions. It read as follows: , A multi-family unit is one contained within a single building that houses several units. In most cases, units in a multi-family building are physically attached to three or more units. There are basically four building types that, include, but are not limited to, rowhouse, garden type (at two to three stories), mid-rise type (at four to eight stories) and high-rise (over nine stories). The council agreed with the proposed language stated above. The matrix provided (handout) was further discussed. Ms. Johnson reviewed the information provided in detail. She discussed policy language, inventory, system development charges and other issues noted in the handout. She also discussed what staff recommendations were in relation to the issues listed. Mr. Mott discussed monitoring issues and said the system will keep a running count of the inventory, trends that are being developed and the type of broad data needed. It can provide a source to draw data from and make projections as required. Ms. Johnson discussed language related to infrastructure costs. . City of Eugene Planning Director Jan Childs provided information regarding the Eugene language revisions proposed. Policy 7 language read as follows: . . . Work Session Minutes June 7, 1999 Page 3 Eugene City Council recommended Policy: Require development to pay the cost, as determined by the local jurisdictions, of extending public services and infrastructure. The cities shall examine ways to provide subsidies or incentives for providing infrastructure that supports the affordable housing and/or higher density housing. The council concurred with the recommended language. Mayor Maine asked how the monitoring plan would be processed, in particular, where the funding will come from. Mr. Mott said this has not yet been perfected. He said there was money available for coordination and planning assistance and it is possible that part of this money could be utilized. He said it was one possible funding source. He said entities (private sector) that would benefit from this might provide a possible funding source. He further discussed this issue in detail. Mayor Maine discussed the need to narrow down a scope and source of funding prior to embarking on a complex project. Ms. Johnson agreed and provided information regarding the implementation process and the need for the jurisdictions to participate jointly. She said the first thing to identify is element and data. Lane Council of Governments (LCOG) representative Clair Van Bloom provided information regarding system implementation and development of the systems.
