MINUTES OF THE SPRINGFIELD CITY COUNCIL WORK SESSION MEETING HELD MONDAY, MAY 24, 1999 The Springfield City Council met in Work Session at Springfield City Hall, Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday, May 24 at 5:04 p.m. with Mayor Maine presiding. Present were Mayor Maine and Councilors Ballew, Fitch, Hatfield (5:05), Leiken, Lundberg, and Simmons. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, Senior Management Analyst Rosie Pryor, Administrative Aide Shari Higgins, and members of staff. 1. Follow-up Discussion on Urban Services Transition and Other Cooperative Programs and Selection of Topics that Warrant Additional Metropolitan Discussion. City Manager Mike Kelly introduced the topic and said he was asked to address this topic with council after the metro wide discussion which occurred at the April 14, Joint Elected Officials (JEO) Meeting. He asked council members ifthere are other significant areas which warrant a metro study in terms of intergovernmental cooperation. He referred to the agenda item summary, which contained meeting materials from the April meeting. . Mayor Maine discussed items that were discussed at the last Metropolitan Policy Committee (MPC) meeting: 1) River Road police coverage, and 2) Eugene funding of roads and equitable assessment. She said the City of Springfield did not join the subcommittee on the above topics, due to both issues pertaining to the City of Eugene. Mayor Maine suggested the Public Safety Coordinating Council (PSCC) and policing issues be a continual area of intergovernmental cooperation. There was a discussion regarding urban transition and she asked Mr. Kelly if the areas had changed since the passing of Ballot Measures 47/50. Mr. Kelly said the issues and areas for cooperation were slated for discussion so that new councilors and commissioners could have a better understanding of urban transition issues, not that there are major problems or that a formal process should begin. He said there was some interest in creating a metro wide work plan, but that if Springfield had no items for consideration, then the most important topics currently may be housed with the City of Eugene. Councilor Hatfield felt the needs of Springfield are currently being met. He said he did not feel there were any issues which should be placed on future agendas or given additional consideration. Councilor Ballew clarified what items would need action by the City of Springfield versus an intergovernmental agreement between Eugene and Lane County. Mr. Kelly shared the examples from MPC. . Mr. Kelly provided a hand-out, which listed items identified during the April JEO meeting and the recent MPC meeting. Springfield City Council Work Session - 5/24/99 Page 2 . Mayor Maine asked ifthe city's Management Team had any significant issues that should be addressed. Mr. Kelly replied no. Relevant topics have been given attention by either Eugene or Lane County. Councilor Simmons discussed garbage issues the need for continued communication between Eugene, Lane County, and Springfield regarding the future closure of Short Mountain. He said there will be substantial costs associated with closing and relocating the site, as well as many urban growth issues. Mr. Kelly said he would discuss the issues in detail with County Administrator Bill Van Vactor. Councilor Fitch felt the MPC process was working well and did not have additional areas of concern., Councilor Lundberg said that most current issues are between Eugene and Lane County and do not directly influence Springfield. She felt the council should be willing to offer opinions or guidance, but should not enter into the issues. Mayor Maine said the issues can be discussed and handled on a staff or MPC level and should not rise to the JEO level of concern. ADJOURNMENT .
