The proposed site is within the fIoodway of the Willamette River, Zone AE as identified on FEMA map, Finn Panel 41039C1144F, dated June 2,1999. The new manufactured home would replace an older manufactured home. The fonner manufactured home was 768 square feet in size. The proposed manufactured home will be 1,152 square feet. An existing, detached carport and storage building will remain. The subject property is lot 7 of the Third Addition to Filbert Grove, which is a manufactured home subdivision located in Springfield's Urban Growth Boundary area. The zoning is Low Density Residential with the Urbanizable Fringe Overlay because the property is outside the city limits. The Metro Plan designation is also Low Density Residential. Decision Approved, with the following conditions: Condition I: Provide a FEMA Elevation Certificate completedby a certified engineer, surveyor or architect, after placement of the manufactured home and before occupancy. SHR2005-00009 . . . , Condition 2: The finished floor elevation of the manufactured home shall be a minimum of 18 inches above the base flood elevation. Condition 3: The applicant shall keep available all records for inspection. Condition 4: Provide anchoring system details to meet the requirements for Manufactured Dwellings located in the Floodway as specified in the Oregon Manufactured Dwelling and Park Specialty Code. Findinl!s: Findin!! I: The applicant submitted the infonnation necessary for review as required in SDC 3.050. Findinl! 2: A building pennit is required for placement of any manufactured home in the City of Springfield and its Urban Growth Boundary. A building pemlit (COM2005- 01041) for placement of the manufactured home was submitted on August 2, 2005. Findin!! 3: Springfield Development Code 3.020(6) states that any fill or excavation in the Floodplain Overlay District requires development approval. This property is located in the Floodplain Overlay District. A Land and Drainage Alteration Pennit was submitted on November 3, 2005 Findin!! 4: The Lane County Sanitarian is responsible for approvals of septic systems for new development in the Urban Growth Boundary. A Sanitation Authorization Notice from Lane County was submitted by the applicant. The authorization, dated 8/1 1/05, approved the connection of the new dwelling to the existing septic system. Findinl! 5: According to FEMA mapping (FIRM panel41039CI144 F), the site is within the Floodway boundary for the Willamette River. Findinl! 6: The applicant has provided a site plan stamped and dated September I, 2005 from Branch Engineering indicating a base flood elevation of 447.6 for this site. Findinl! 7: The Oregon Manufactured Dwelling and Park Specialty Code requires that .manufactured dwellings located in a flood hazard zone have a finished floor elevated a minimum of 18 inches above the base flood elevation. Findin!! 8: The Oregon Manufactured Dwelling and Park Specialty Code specifies the requirements for locating replacement manufactured homes in the floodway. Findinl! 9: FEMA requires that encroachments, including fill, new construction, substantial improvements, and other development shall be prohibited unless certification by an engineer or architect is provided demonstrating ,that encroachments shall not result in any increase in flood levels during the occurrence of the base flood discharge. SHR2005-00009 2 . Iq . . Findin!:! 10: The applicant has provided an engineered foundation by Geomax Engineering dated October 31,2005. This design ensures that flood flows are not restri cted.
