Dear Mr. Lorentz : At the request of your tenant, The Springfield Building Safety Division recently conducted an inspection of your property at the above address. The inspection revealed several items of concern which do not meet the minimum City Housing Code requirements, and need to be corrected. They consist of the following: . Structural The plaster at the ceiling' above the shower has separated from its structural supports, allowing cold air and moisture to penetrate the building. The. required handrail is missing at the stairway leading to the entry. Handrails must be provided. on stairways having more than 3 risers, and must be installed to the following criteria: A. Mounting height - 30 inches to 34 inches above the stair 'nosing. B. Dimension - 1 1/4 inches to 2 inches in cross section, with smooth surfaces and no sharp corners. C. Termination - ends of handrails must extend six inches beyond the top and bottom steps and return to the wall or a newell post. D. Clearance - The handrail must project from the wall to provide 1 1/2 inches clear finger space. Evidence of water penetration in the roofing material was observed. This may be a contributing cause of the deteriorated ceiling condition noted above. There also appears to be a lack of ventilation for the attic area, which will prevent the moisture from escaping. Installation of attic ventilation is highly recommended. Miscellaneous debris from the recent partial roof repair of the dwelling is still on the ground behind the unit, and represents an attractive nuisance as defined in Section 401(b) of the Springfield Housing Code. Electrical cY The light fixture outside the entry is broken and is not properly secured or wired. All electrical fixtures and devices must have wiring splices and connections enclosed in containers approved for that purpose. which are properly secured to the structure. (Wire splices must be well secured in order to avoid the potential for spark hazards.) VThe broken glass cover on the bathroom ceiling fixture must be' removed or ~.::::.. replaced in order to prevent possible injury from falling glass. Fire and Life Safety ? cp Fire extinguishers must be provided within 75 feet of travel distance of ~ the entrances of all apartments. 2-A rated extinguishers are required. and it is recommended that they be placed in metal enclosures with break glass feature. Please coordinate the quantity and placement of the extinguish- ers with the City Fire Marshal. Please note that a multi-apartment structure which has existed for some time on property zoned for single family dwellings is considered a non-conforming use by the City Zoning Ordinance. In order for the existing multi-family use to remain on this property, the existing structure must be properly maintained, with no further modifications or additions. If the structure is vacated for 30 consecutive days, any subsequent reuse of the structure must conform to all provisions of applicable City Ordinances. Permits will be required for corrections for items #1.2 and 5 above (Permits . may be obtained from this office). Please direct all inquiries to the Springfield Building Safety Division at 726-3753.
