NATURE OF THE APPLICATION
Type II Site Plan Review to consider a proposed Denny's Restaurant facility. The facility is
a 4,950 square foot wood frame building on a lot of 39,670 square feet.
DECISION
Preliminary Site Plan Approval (See Attachment A for specific criteria of approval, applicable
special use standards and conditions of approval).
ADDITIONAL USES AUTHORIZED BY THE DECISION
None.
SITE INFORMATION
The site of the proposed restaurant faCility is located south of Kruse Way and is currently
vacant.(Assessor's Map 17.03-22-2, Tax Lot 91 0) The proposed development will be located
on a .91 acre site located in the Sycan Commercial Park Subdivision. The adjoining property
to the east and west are existing commercial developments. A multi-family complex is
located on the property to the south. The property to the north is vacant commercial land.
The site is designated for Community Commercial Use which includes eating establishments.
The Metropolitan Plan also designates this area for Commercial Use. The zoning and Metro
Plan designations coincide, indicating no conflict in the proposed use of the property.

ATTACHMENT A FINDINGS
CRITERIA FOR APPROVAL (Ref. 31.060 of the SDC)
(1) COMPLIANCE WITH THE SUBMITTAL REQUIREMENTS OF SECTIONS 3,050 AND 31.050
OF THIS CODE,
The application was excepted by the City of Springfield on November 8, 1991.
(2) PROPOSED ON-SITE PUBLIC AND PRIVATE IMPROVEMENTS ARE SUFFICIENT TO
ACCOMMODATE THE PROPOSED DEVELOPMENT AS SPECIFIED IN ARTICLES 31, 32, THE
APPROPRIATE ZONING AND/OR ZONING OVERLAY DISTRICT ARTICLES AND ANY
APPLICABLE REFINEMENT PLAN,
Kruse Way is a partially improved street with curb, gutter and asphalt matt surface that meets
City standards. The frontage along Kruse Way lacks sidewalks, a planting strip and street
trees. The applicant shall install a 5 foot sidewalk, a 5 foot planting strip and 3 street trees
along the length of Kruse Way. The applicant shall obtain a permit through the Engineering
Department for the required curb cut to provide access to the site, Existing street lighting is
adequate for this development.
A 14 foot P.U.E. shall be required along Kruse Way to service the sanitary and electrical needs
of the site.
(3) INVENTORIED NATURAL (INCLUDING REGULATED WETLANDS) AND HISTORIC
FEATURES OF THE SITE HAVE BEEN ADEQUATELY CONSIDERED IN THE PROJECT DESIGN.'
There are no identified natural or historic features located in the proposed development area.
(4) PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO AS TO,
FACILITATE TRAFFIC AND PEDESTRIAN SAFETY, TO AVOID CONGESTION AND MINIMIZE
CURB CUTS ON ARTERIAL AND COLLECTOR STREETS, AS SPECIFIED IN ARTICLES 31,32"
THE APPROPRIATE ZONING AND/OR ZONING OVERLAY DISTRICT ARTICLES AND ANY
APPLICABLE REFINEMENT PLAN,
Fifty spaces are required for the proposed use; 69 are shown (Ref. SDC 20.090). One,
ingress-egress point has been provided to maximize vehicular and pedestrian safety for the
site. One access point off of Kruse Way has been provided for vehicular circulation to this
site. The location of this access point will not interfere with turning movements or adjacent
driveways. The isles shown between parking bays meet the minimum standards found in
31.180 for turning into and backing vehicles out of parking stalls. Curb stops shall be
installed or the sidewalk widened to 7 feet. The vehicular circulation pattern for the site has
.been designed to maximize safety.
One bike rack holding a minimum of 6 bikes will be installed for the development site.

Community Commercial Standards 18,040
(1) For development areas less than 1 acre- building coverage shall not exceed 35% of the
total development area,
The site is .91 acres and the building coverage is approximately 12%,
(4) Parking. loading and vehicular circulation area coverage shall not exceed 45% of the
total development area,
The parking and vehicular circulation area for this site totals 68.6% of the site. This
square footage of parking surface area must be reduced to provide less than 45%
coverage of the site. This adjustment in parking lot coverage will most likely require
a reduction in the number of parking spaces and an increase in the landscaped area of
area for the site. See page 5 for possible suggestions.
(5) Perimeter and interior landscaped area combined coverage shall not be less than 20%
of the total development area,
The site plan currently shows 7.491 square feet of planted area. The minimum
standard of 20% planted coverage requires at least 7,934 square feet of landscaping
to meet this standard. See page 5 for possible suggestions.

WHAT NEEDS TO BE DONE BY THE APPLICANT TO OBTAIN FINAL SITE PLAN APPROVAL?

1. Two final site plans with the proposed changes is required within 90 days of this letter.
The following revisions need to be shown on the final site plan:
(a) A complete plot plan, elevations, and floor plans shall be submitted with the
changes indicated below:
(a) One bike rack holding 6 bikes shall be provided.
(b) All shrubs, including the azaleas indicated on the landscape plan shall be a minimum
5 gallon size.
(c) A sight obscuring fence shall be installed along the southern portion of the property
to prevent trespass and create a visual barrier between the residential property to the
south and the development site.
(d) The percentage of planted area within the development site shall be increased to
provide coverage of 20% of the site or 7,934 square feet. Correspondingly, the
parking/ vehicular coverage area should be reduced to a maximum of 45% or 17,851
square feet. Suggestions for complying with these coverage standards include: 1)
installing a 8'x 165' island in the center of the parking lot (running north/south) and
installing the required trees, grass and or shrubs, 2) continuing the 5' landscaped
border along the west property line, 3) creating an island similar to the one shown in
the southeast corner of the lot. Each additional landscaped area that is added should
contain a minimum of 1 tree and 4 shrubs per 100 feet of area.
Ie) Parking standards require 50 spaces for this size and type of development and 69
spaces are shown. 'Additional installation of additional impervious surfaces should be
discouraged because this creates additional storm water runoff.
(f) Curb stops shall be installed.
(g) The parking lot plan shall include catch basins that are equipped with grease traps.
(h) The trash receptacle must be screened with site obscuring slats.
2. Upon approval of the final site plan, the applicant shall sign an Improvement Agreement and
a Development Agreement. The Improvement Agreement shall be recorded at Lane County
at the applicants expense.
3. Applicant shall obtain a construction permit through the Engineering Department for the
curb cut required on Kruse Way.

5. A P.U.E. of 9 feet shall be recorded, at the owners e:<pense along the length of the
property that fronts Kruse Way. ..
