Our site review application showed our private sewer serving the building connecting to the unvacated portion of the public sewer line. In conversations with Ken Vogeney preparatory to submitting the application for vacation, it was recommended that we vacate the public sanitary sewer all the way to the west property line. The public sanitary sewer is an S-inch line at a .005 slope designed by Scott Goebel and was fully designed and installed per City of Springfield standards. We did not change the connection point of our private sanitary line. Steve Graham, in the course of permit review, had made comment that this existing S-inch line did not meet plumbing code and would need to be abandoned and a different line placed. Dave, this is a classic example of a technical requirement not making any logical sense with the conditions on the ground. First, the sanitary sewer was sufficient for the public system, The flows from the hotel are actually greater than the projected flows ,from the commercial lots the public sewer was designed to serve, so scouring of the pipe should not be a concern. Second, if required to replace the sanitary sewer on our property, we would still be connecting at the property line to a public sewer with the exact same characteristics as the line we couldn't connect to on our property. I have enclosed letters from both Scott Goebel the civil engineer and from Mark Robison, the MPE engineer, stating their confidence that the sewer is completely capable of handling our connection. I have also enclosed an owner's statement accepting maintenance responsibility for the line. I spoke to Mr. Graham about this matter. He maintains, as is his job, the need for the line to strictly conform to the plumbing code. We understand that the sewer was designed and installed per code to meet the requirements of a public sewer. The only change from that condition is that the sewer line has become private property. Since there is no change in the function of the sewer line, but rather only a change in ownership definition, it is our recommendation that the City approve the use of the existing line based on the "grandfather" clause covering existing installations which were code compliant at the time of installation. The sewer system (including pipes and manholes) was designed, installed, inspected and approved as part of City Project P-30177. That public improvement project extended the existing sanitary system in Kruse Way and within the northerly portion oftax lot 6600 (Map #17-03-22-2) easterly to serve the area within Sycan Commercial Park, 1" Addition Subdivision, which is being developed as the proposed Holiday Inn. The slope on the public sewer system and the new private system is all at 0.0050 ft/fl. A portion of the public sanitary system, as constructed in City Project P-30177 , was abandoned! vacated through City Vacation Application #LRP2006-00016. The new private system is serving the same area as the original publicly designed system. The 8" pipe and manhole system would have remained a public system, maintained by the City, if the City Engineer had not requested a change in status. The 8" sewer pipe can be accessed and maintained via the existing manholes, so maintenance of the existing sewer pipe should not be a problem for either a public crew or a private maintenance crew. I am aware that the sanitary sewer system is flat and that the service pipe that serves my property is at a slope that has been designed by an Oregon licensed engineer, but less than the minimum prescriptive plumbing code specification, which may result in more frequent maintenance.
