There may be a slight delay, of up to 2 working days for small structures, due to the time required to review the history of the structure to determine if it needs to be documented before demolition. This documentation is for archival purposes only and will not affect the granting of the demolition permit. If the structure is very large or complicated the documentation process may take up to a maximum of 4 working days. Documentation will consist of photographing the building, taking measurements and making scaled drawings. The documentation will be undertaken by the City at no cost to you. Documentation is being done on all structures dated prior to 1940 that may have historic importance to the City's development. THIS DOCUMENTATION WILL NOT IMPEDE THE DEMOLITION PROCESS. An age cut-off of 1940 was chosen because this is the date that the National Parks Service and The Springfield DevelopJP.ent Code use to determine potential historic significance. If you would prefer to complete this documentation yourself you must provide the City with the following information: 1) black and white photographs of each elevation, a floor plan with measurements, and 2) a set of elevation drawings with measurements. This would include correction of substandard conditions associated with the present development. Examples of such corrections may include modification of inadequate drainage facilities; compliance with building set- backs from property lines; correction of substandard sidewalks and street improvements, including driveway width and placement; and other corrections which may be necessary to comply with existing development standards. This statement is required for residential building, electrical, mechanical and plumbing permits. Licensed architect and engineer applicants, exempt from licensing under ORS 701.010(7), need not submit this statement. This statement will be filed with the permit. If you are acting as your own contractor to construct a new home or make a substantial improvement to an existing structure, you can prevent many problems by being aware of the following responsibilities and concerns. You will, in most instances, be ruled to be an "employer". and the contractors you contract with will be "employees" if you use contractors not licensed with the Construction Contractors Board to do labor in constructing or to assist in the construction or improvement of a residential structure. As the employer, you must comply with the following: . ' Oregon's Withholding Tax Law: As an employer, you must withhold income taxes from employee wages at the time employees are paid. You will be liable for the. tax payments even if you don't actually withhold the tax from your employees. For more information, call the Department of Revenue at 503-378-49l!8. Unemployment Insurance Tax: As an employer; you are required to pay a tax for unemployment insurance purposes - - on the wages of all employees. The Oregon Business Identification Number (BIN) is a combined number for both Oregon Withholding and' Unemployment insurance Tax. Workers' Compensation Insurance: As an employer, you are subject to the Oregon Workers' Compensation Law, and must obtain workers' compensation insurance for your employees. Liability and PropertY Damage Insurance: Contact your insurance agent to see if you have adequate insurance coverage for accidents and omissions such as falling tools, paint over spray, water damage from pipe punctures, fire or work that must be redone. , Time: Make sure you have sufficient time to supervise your employees.
